Job summary

City of Raleigh North Carolina seeks a Stormwater Plan Review Engineer to evaluate stormwater design plans and calculations for compliance with local, state, and federal regulations. You will review erosion controls, post-construction measures, floodplain management, and riparian buffers.

You will use GIS and multiple software tools, communicate with developers and staff, and maintain thorough documentation.

Qualifications

  • Bachelor’s degree in Architecture, Engineering, Construction Management, or related field; 1–3 years’ experience in related work.
  • Equivalent combination of training and/or experience may be substituted.
  • Valid NC Class C Driver’s License (or ability to obtain within 60 days).
  • Engineer in Training (EIT) is preferred.

Responsibilities

  • Review development plans and calculations for various stages to ensure code compliance (erosion/sediment control, post-construction stormwater, floodplain management, riparian buffers, etc.).
  • Research development sites using surveys, reports, and GIS to assess regulations and authorizations.
  • Respond to inquiries and provide customer support to property owners, developers, designers, and staff; analyze issues and implement solutions.
  • Attend meetings with staff, developers, engineers and stakeholders; provide updates and status reports.
  • Maintain project documentation, standards, databases, files, and reports.
  • Safely operate a City vehicle to visit work sites regularly.
  • Perform other duties of similar nature as assigned.

Job description

The Stormwater Plan Review Engineer works within the Stormwater Management Division of the City of Raleigh's Engineering Services Department. The position works with other engineers in the review of submitted stormwater management designs in the form of plans and calculations and in the approval of permits to ensure compliance with City, State, and Federal regulations as they relate to erosion and sediment control, post-construction stormwater, floodplains, watershed overlays, and riparian buffers.

  • Reviews development plans and calculations for various stages of development to ensure compliance with applicable code, specifications, requirements, regulations and standards. Reviews topics include erosion and sediment control, post-construction stormwater management, floodplain management, watershed overlays, riparian buffers, and storm drainage. The scale of projects ranges from minor modifications to single family homes to large, new commercial developments
  • Reviews surveys, technical reports, and operation and maintenance manuals, and leverage GIS to research development sites to assess applicable regulations and required authorization from other regulatory agencies
  • Responds to inquiries on and provide customer support for issues from property owners, developers, designers, and other internal staff. Provides troubleshooting, research, investigate, analyze and identify issues, and recommend and implement solutions
  • Attends meetings with staff, developers, engineers and other project stakeholders, providing updates and status reporting
  • Maintains project/program documentation, standards documentation, databases, files, records and reports
  • Safely operates a City vehicle to visit various work sites on a regular basis
  • Performs other duties of a similar nature and level as assigned
Education and Experience

Bachelor's Degree in Architecture, Engineering, Construction Management, or related field; 1 to 3 years' experience in architecture, interior design, engineering, construction management or related work

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted

Licensing and Certifications
  • Valid NC Class C Driver's License or the ability to obtain within 60 days of hire
Preferred Qualifications
  • Engineer in Training (EIT)
Knowledge of
  • Principles and practices of civil engineering
  • One or more aspects of stormwater management (e.g. stormwater control measures, erosion and sediment controls, floodplain management, riparian buffers) in a design, review, inspection, or other capacity
  • Watersheds, hydrology, and/or water quality
  • Topography, mapping, and/or GIS
Skill in
  • Hydrology or hydraulics calculations
  • Microsoft Office including Word and Excel
  • Mastering a variety of software programs
  • Preparing written reports and written correspondence for both technical and non-technical audiences
  • Providing customer service or communicating concerns verbally by phone, by video call, or in person
  • Coordinating deadlines and prioritizing work demands
Work Environment and Physical Effort

Medium: Exerting up to 50 pounds of force occasionally, up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Work Environment

Work is typically performed in an office or similar environment, an outdoor environment, a street environment (near moving traffic) and in or around vehicles. Employees may occasionally work at a construction site.

Work Exposure

Employees may occasionally interact with individuals who are hostile or irate, extreme heat (above 100 degrees), fumes or airborne particles and loud noises.
