Job summary

The City of Raleigh seeks a Senior Stormwater Inspector to oversee sediment and erosion control inspections for land disturbing activities, review plans with stormwater staff, and lead on-site meetings to ensure compliance.

The role requires 3–5 years in construction or inspection, a NC driver's license, and preferred certifications such as CESSWI. The position involves mentoring inspectors and communicating with contractors, residents, and developers.

Qualifications

• High School diploma or GED; 3–5 years' construction or inspection experience.
• Valid NC Class C Driver’s License or ability to obtain within 60 days of hire.
• Preferred: 2+ years erosion and sediment control experience; NC Stormwater Control Measure Inspection and Maintenance Certification; CESSWI.
• Knowledge of construction management and sediment/erosion control practices.
• Familiarity with Unified Development Ordinance related to sediment and erosion control, riparian buffer, watershed and floodplain requirements.

Responsibilities

• Conduct routine sediment and erosion control inspections for land disturbing activities.
• Identify compliance issues and communicate with contractors, developers, and builders to ensure work is per City regulations.
• Compose compliance reports, letters, and emails.
• Participate in plan review for land disturbing activity prior to permitting.
• Conduct inspections for buffer, flood, watershed, stormwater conveyance and tracking permits.
• Verify permit conditions are met including impervious limitations and stormwater control devices are installed per approved plans at the end of construction.
• Interact with citizens to respond to complaints and provide information.
• Facilitate meetings including pre-cons, phasing meetings, and Certificate of Occupancy meetings.
• Review draft Notices of Violations prior to issuance.
• Mentor stormwater inspectors and provide technical support.

Job description

The Senior Stormwater Inspector is responsible for conducting sediment and erosion control inspections for development; performing plan review with stormwater personnel; performing flood, watershed, stormwater, land disturbance grading, and stormwater conveyance permit inspections; and serving as the technical lead on projects by reviewing Notice of Violations prior to issuance and facilitating on-site meetings to ensure site compliance.

Education and Experience

High School diploma or G.E.D. equivalency; 3 to 5 years’ experience in construction, construction inspection, or related work

OR

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted

Licenses or Certifications

• Valid North Carolina Class C Driver’s License with a satisfactory driving record, or the ability to obtain within 60 days of hire

Preferred Qualifications

• At least 2 years of experience in erosion and sediment control or in a construction trade
• North Carolina Stormwater Control Measure Inspection and Maintenance Certification
• Certified Erosion, Sediment and Stormwater Inspector (CESSWI)

Work Environment and Physical Effort

Medium: Exerting up to 50 pounds of force occasionally, up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Work Environment

Work is typically performed in an outdoor environment, street environment (near moving traffic), at a construction site and in and around vehicles. Employees may occasionally be in an office or similar indoor environment.

Work Exposure

There is frequent exposure to extreme heat (above 100 degrees), moving mechanical parts, fumes and airborne particles and loud noises. Employees may occasionally interact with individuals who are hostile or irate and extreme cold (below 32 degrees).
