Qualifications

Responsibilities

  • Conduct routine sediment and erosion control inspections for land disturbing activities
  • Identify compliance issues and communicate with stakeholders to ensure adherence to City regulations
  • Prepare compliance reports, letters, and emails
  • Participate in plan reviews for land disturbing activity prior to permitting
  • Conduct inspections for buffer, flood, watershed, stormwater conveyance and tracking permits
  • Verify permit conditions are met and stormwater devices installed per plans
  • Interact with citizens to respond to complaints and provide information
  • Facilitate meetings such as pre-construction and occupancy meetings
  • Review draft Notices of Violations prior to issuance
  • Mentor stormwater inspectors and provide technical support

Job description

The Senior Stormwater Inspector is responsible for conducting sediment and erosion control inspections for development; performing plan review with stormwater personnel; performing flood, watershed, stormwater, land disturbance grading, and stormwater conveyance permit inspections; and serving as the technical lead on projects by reviewing Notice of Violations prior to issuance and facilitating on-site meetings to ensure site compliance.

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Conducts routine sediment and erosion control inspections for permitted land disturbing activities
  • Identifies compliance issues and communicate with contractors, developers, and builders to ensure work is being performed per City regulations
  • Composes compliance reports, letters, and emails
  • Participates in plan review for land disturbing activity prior to permitting
  • Conducts scheduled inspections for buffer, flood, watershed, stormwater conveyance and stormwater tracking permits
  • Verifies that all permit conditions are met including impervious limitations and permanent stormwater control devices are installed per approved plans at the end of construction
  • Interacts with citizens to respond to complaints and provide information
  • Facilitates meetings include pre-cons, phasing meetings, and Certificate of Occupancy meetings
  • Reviews draft Notice of Violations prior to issuance
  • Mentors stormwater inspectors and providing technical support
Education and Experience

High School diploma or G.E.D. equivalency; 3 to 5 years' experience in construction, construction inspection, or related work

OR

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted

Licenses or Certifications
  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
Preferred Qualifications
  • At least 2 years of experience in erosion and sediment control or in a construction trade
  • North Carolina Stormwater Control Measure Inspection and Maintenance Certification
  • Certified Erosion, Sediment and Stormwater Inspector (CESSWI)
Knowledge, Skills, Abilities
  • Knowledge of construction management
  • Knowledge of sediment and erosion control practices
  • Comprehension of stormwater plans
  • Knowledge of Unified Development Ordinance as it relates to sediment and erosion control, riparian buffer, watershed and floodplain requirements and limitations
Work Environment and Physical Effort

Medium: Exerting up to 50 pounds of force occasionally, up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Work Environment

Work is typically performed in an outdoor environment, street environment (near moving traffic), at a construction site and in and around vehicles. Employees may occasionally be in an office or similar indoor environment.

Work Exposure

There is frequent exposure to extreme heat (above 100 degrees), moving mechanical parts, fumes and airborne particles and loud noises. Employees may occasionally interact with individuals who are hostile or irate and extreme cold (below 32 degrees).
