Job summary

HK Solutions Group is seeking an experienced Project Manager to lead municipal rehabilitation projects across multiple service lines, including CIPP and sewer cleaning/CCTV. The role spans scope, schedule, budget, quality, safety, and customer satisfaction, serving as the main liaison with owners, engineers, and contractors.

Qualified candidates bring depth in at least one service line and are comfortable expanding knowledge in the other.

Qualifications

• Bachelor's degree in construction management, civil engineering, or related field; or five+ years of equivalent PM experience in underground utility, pipeline rehabilitation, or trenchless construction.
• Three+ years managing field-based construction or service projects with budget and schedule accountability.
• Direct experience in at least one core service line (CIPP rehabilitation or sewer cleaning/CCTV) with willingness to learn the other.
• Public works contracting knowledge (plans/specs, bid docs, submittals, change orders).

Responsibilities

• Serve as primary customer contact from notice to proceed through final acceptance.
• Lead project turnover from estimating; validate scope, quantities, unit prices, and contract terms prior to mobilization.
• Develop and maintain project schedules; coordinate crew, equipment, and material with scheduling and operations.
• Manage project financials: budget setup, cost coding, monthly progress billings, forecast cost-to-complete, margin reporting.
• Prepare, negotiate, and document change orders, RFIs, differing site conditions, and quantity variances.
• Review and process submittals (liner data, cure records, CCTV deliverables, etc.).
• Interpret CCTV data and NASSCO defect coding to validate scope and quantities.
• Coordinate permits, right-of-entry/easements, road closures, and traffic control.
• Direct public notification efforts (resident notices, meetings).
• Partner with safety on confined space entry and high-pressure operations; conduct safety walks.
• Assemble closeout packages with as-builts, warranties, lien waivers.
• Track field productivity; provide feedback to estimating for bid accuracy.
• Support emergency/after-hours customer response.
