Summary
The Pharmacy Program Manager is responsible for developing and managing technology-based solutions and informatics to promote safe, effective, and optimal use of medications within the New York Harbor VA Medical Center. The incumbent requires the ability to apply a unique combination of pharmacist and informatics-related knowledge and skills to successfully plan, implement, and manage existing and future specialized pharmacy service automated data processing (ADP) applications.

Basic Requirements:
- United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy
- Education: 1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree
2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate provides proof of Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, including passing the FPGEE and TOEFL iBT - Licensure: Full, current, and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States, or the District of Columbia
- The pharmacist must maintain current registration if required for licensure
- Restrictions: A pharmacist with revoked, suspended, denied, restricted, limited, or probationary licenses may only be appointed in accordance with VA policies
- English Language Proficiency: Proficient in spoken and written English as required by 38 U.S.C 7402(d) and 7407(d)
- May qualify under the Grandfathering Provision if applicable
- GS 13 Grade Determinations: In addition to the basic requirements, candidates must have 1 year of experience at the next lower grade level, including reviewing and interpreting medication orders, identifying and solving medication-related problems, overseeing technical staff, and collaborating with clinical staff on medication therapy.
Facility Program Manager Responsibilities:
- Manage all aspects of a distinct pharmacy program, including policy development, quality resources, and specialty functions to optimize cost and patient outcomes
- Coordinate complex pharmacy operations across multiple locations or programs, including supervision of staff and collaboration with various healthcare facilities and services
- Demonstrate KSAs such as effective communication, regulatory knowledge, problem-solving, and expertise in clinical pharmacy practice or specialty areas
Physical Requirements:
Mainly sedentary work with possible walking, bending, standing, and carrying light items
Duties
- Apply pharmacist and informatics knowledge to plan, implement, and manage specialized pharmacy ADP applications, including software for outpatient prescription dispensing, ward stock, IV admixture, narcotics, and inventory control
- Gather, compile, assess, correct, and report pharmacy data, serving as a liaison between Pharmacy Service, Clinical Applications Coordinators, and the Office of Information and Technology
- Coordinate with IT staff and application coordinators to implement and support integrated software packages, resolve conflicts, and ensure smooth operations
- Perform process improvement, quality assurance, and administrative functions, including proposing service enhancements
- Provide training to pharmacy residents and staff on software applications
- Collaborate with pharmacy managers and healthcare disciplines to develop initiatives that improve patient care and cost efficiency
- Maintain knowledge of current therapeutic practices, regulations, and changes within pharmacy services
- Develop and monitor pharmacoeconomic programs focused on formulary management, medication evaluations, and health outcomes
- Work with leadership to review and implement cost-effective medication use strategies
