Tech Rakers, Inc. seeks an experienced Project Manager – Capital Projects & Packaging Operations for a 12-month contract in Central Massachusetts.

The role leads capital projects from design through qualification, coordinating engineering, construction, packaging equipment, and CQV activities to ensure an on-time handover to Operations. The ideal candidate has 10+ years in pharma/biotech capital projects, strong budgeting and scheduling skills, and hands-on packaging line experience, with

Qualifications

• Bachelor’s degree in Engineering or related field.
• 10+ years in capital project management for pharma/biotech.
• Experience delivering design to commissioning and qualification.
• Packaging lines, line mods, or serialization experience.
• Strong budgeting, scheduling, risk management, and stakeholder coordination.
• Experience managing TIC > $30 million.
• Onsite work in Central Massachusetts; ASAP start.

Responsibilities

• Lead capital projects from initial design and planning through construction, commissioning, qualification, and handover.
• Develop project charters, execution strategies, governance, and plans.
• Manage scope, budgets, schedules, risks, and change control.
• Provide status updates, cost forecasts, and variance reports to leadership.
• Oversee engineering teams, contractors, OEMs, and stakeholders.
• Define packaging line requirements: layout, throughput, and serialization.
• Manage packaging equipment specs, FAT, SAT installation and testing.
• Coordinate equipment installations and line modifications with minimal disruption.
• Integrate CQV activities into project execution.
• Drive readiness, closeout, and handover to Operations.
