Job Description:

Position Title: Personnel Security Specialist II

Reports To: Program Manager

Clearance Type: Active Top Secret/SCI (willing to take CI Poly)

Work Location: National Capital Region

Start Date: On Contract Award

Advantage SCI is accepting applications to support a federal agency personnel security program.

Summary of Duties Include But Not Limited To:

  1. Participate in the direction, from inception to completion, of complex security assessment investigations.
  2. Conduct, review, and analyze a variety of interviews internal and external to the organization.
  3. Provide support, analysis, and research into complex problems and processes relating to Personal Security.
  4. Advise supervisor of potentially controversial matters or those with far-reaching implications.
  5. Initiate or perform extensive indices checks, arrest record checks, and the like to obtain pertinent and identifying information for the cases assigned.
  6. Request, receive, review, and analyze various Government files and related material for determination of an individual's potential security risk.
  7. Summarize data and compose necessary correspondence for initiation of investigations.
  8. Coordinate with field offices for the submission of investigation information.
  9. Examine and critically analyze investigative reports and correspondence.
  10. Receive, review, and analyze the results of further investigations, along with the results of interviews and polygraph examinations to ensure that all issues have been resolved.
  11. Summarize all data provided/developed in a formal written analysis.
  12. Establish/maintain liaison with other customer offices/divisions, and members of the IC.
  13. Coordinate or work in concert with other customer components as required.
  14. Perform security assessment investigations and provide recommendations.
  15. Review and analyze requests for investigations concerning security clearances.
  16. Assist with briefings and debriefings of individual cases as necessary.

Required Experience:

  1. Current TOP SECRET clearance. Must be SCI eligible and willing to pass a security CI polygraph exam.
  2. Bachelor's Degree with two (2) years experience or associate degree with four (4) years experience. In lieu of a bachelor's degree, eight (8) years federal, state, local or military law enforcement experience is required.
  3. Minimum of four (4) years of experience developing and writing Reports of Investigation that form basis for creation of investigative record.
  4. Three (3) years of experience in the personnel security investigative or investigative analyst field.
  5. Experience conducting and interpreting database checks and credit reports.
  6. Experience performing routine office administrative support functions.
  7. Demonstrated analytical ability to critically review and analyze various types of incoming material and investigative reports to discern potential security vulnerabilities and to identify viable investigative leads.
  8. Knowledge and experience to conduct established Federal Government standards for investigations, BIs, and security investigations relating to suitability and security standards.
  9. Proficient computer skills including Internet use and expert knowledge of Microsoft Office (Word, Excel, Outlook, PowerPoint).
  10. Experience with various Federal LE and IC IT systems for automated record checks.
  11. Knowledge and experience with use of applicable commercial and Federal Government database systems.
  12. Experience performing database searches for personnel security information.
  13. Responsibility for security of program data and materials.
  14. Processing security clearance and BI documentation for adjudication.
  15. Preparing documentation for Government agencies and customers.
  16. Performing multiple administrative tasks involving databases, filing, mail processing, and audits.
  17. Excellent oral and written communication skills.

  • Understanding of security-related/investigative guidelines such as:
    • Federal Investigative Standards (FISs)
    • Security Executive Agent Directives (SEADs)
    • Executive Orders (EOs)
    • U.S. Code of Federal Regulations (US CFR)
    • Trusted Workforce and Continuous Vetting (CV) Programs

Working Conditions:

  • Able to sit and work at a computer keyboard for extended periods.
  • Able to stoop, kneel, bend at the waist, and reach.
  • Able to sit, stand, walk, and run.
  • Able to lift up to 50 pounds.
