Job summary

Enterris Associates, Inc. is seeking a Permitting Specialist to support a rail transit capital project.

This role provides permitting support across federal, state, and local jurisdictions, from early feasibility and code analysis through permit approvals, variances, and appeals. The position requires 5+ years of permitting experience on transportation or public infrastructure projects, working knowledge of NEPA/SEPA in Washington, and strong organization and written communication skills.

Qualifications

  • 5+ years of permitting experience on transportation, transit, or public infrastructure projects.
  • Knowledge of NEPA and SEPA processes and environmental permitting in Washington State, including JARPA.

Responsibilities

  • Provide general permitting support, including feasibility studies, code analysis, conditional use permits, development agreements, and third-party permit plans.
  • Prepare and track federal, state, and local environmental permits, including NEPA and SEPA documentation, Joint Aquatic Resources Permit Applications (JARPA), NPDES, water quality, and stormwater permits.
  • Process variances and deviations, and support permit appeals.
  • Track environmental and intergovernmental commitments in the PMIS, Kahua.
  • Coordinate with Environmental Planning and permitting agencies and local jurisdictions.
  • Maintain the permit matrix and schedule, and confirm permit conditions are incorporated into design and construction documents.
  • Prepare permit application packages, supporting exhibits, and correspondence.

Title: Permitting Specialist
Position Description

Enterris Associates is seeking a Permitting Specialist to support rail transit capital project. This position provides permitting support across federal, state, and local jurisdictions, from early feasibility and code analysis through permit approvals, variances, and appeals. The Permitting Specialist tracks environmental and intergovernmental commitments and coordinates closely with client's Environmental Planning.

Essential Job Duties
  • Provide general permitting support, including feasibility studies, code analysis, conditional use permits, development agreements, and third-party permit plans.
  • Prepare and track federal, state, and local environmental permits, including NEPA and SEPA (State Environmental Policy Act) documentation, Joint Aquatic Resources Permit Applications (JARPA), NPDES, water quality, and stormwater permits.
  • Process variances and deviations, and support permit appeals.
  • Track environmental and intergovernmental commitments in the project management information system (PMIS), Kahua.
  • Coordinate with Environmental Planning and with permitting agencies and local jurisdictions.
  • Maintain the permit matrix and schedule, and confirm permit conditions are incorporated into design and construction documents.
  • Prepare permit application packages, supporting exhibits, and correspondence.
Professional Experience Level/Other Qualifications
  • 5+ years of permitting experience on transportation, transit, or public infrastructure projects.
  • Working knowledge of NEPA and SEPA processes and environmental permitting in Washington State, including JARPA.
  • Experience with land use code analysis, conditional use permits, and development agreements.
  • Strong organization, tracking, and written communication skills.
Education/Training/Certificates
  • Bachelor's degree in Environmental Science, Urban Planning, Engineering, or a related field.
Hardware/Software Knowledge
  • Microsoft Office Suite.
  • Kahua or a similar PMIS.
  • Adobe Acrobat and/or Bluebeam Revu.
  • GIS tools (ArcGIS or similar) a plus.
Compensation
  • This role is salaried/exempt with a base annual salary range of $90,000.00 - $190,000.00 and commensurate with skill, education, experience, and work location.
  • This role is bonus eligible after 6 months of employment.
