Job summary

Springville's Community Development Department is seeking a part-time Permit Technician to support processing, routing, and issuance of building permits under supervision of the Chief Building Official.

You will serve as the primary point of contact for stakeholders, guide them through permit requirements, collect fees, and coordinate plan reviews and inspections while maintaining records in compliance with GRAMA.

Qualifications

  • Requires high school diploma plus two years of related experience.
  • ICC Permit Technician certification must be obtained within six months.
  • GRAMA Essentials training and RIM Essentials assessment within six months.
  • Excellent customer service and clerical skills.

Job description

Department: Community Development

Position Reports to: Chief Building Official

Pay Grade: 12

Employment Type: Part-time

FLSA Status: Nonexempt

Description: Under the direct supervision of the Chief Building Official, the Permit Technician performs technical, clerical, customer service, and departmental support duties related to the processing, routing, tracking, and issuance of building permits.

Duties:

  • Customer Service & Administrative Support
    • Serve as the primary point of contact for stakeholders, guiding them through permit processes, requirements, and permit management software.
    • Perform general administrative duties and support broader Community Development functions (e.g., business licensing, land use).
    • Resolve routine customer concerns and route complex technical questions to appropriate staff.
  • Permit Processing & Plan Intake
    • Intake, review, and route permit applications for completeness, verifying required documentation contractor licenses.
    • Accurately calculate and collect applicable permit fees and deposits.
    • Monitor project status through the plan review process.
  • Inspections & Record Management
    • Coordinate and schedule building inspections, track results, and update permit software accordingly.
    • Issue Certificates of Occupancy and Completion as well as Bond releases upon final approval.
    • Support building inspectors, plans examiners, and other staff by providing information, documentation, and coordination to ensure timely completion of inspections and follow-up actions.
    • Maintain accurate departmental records in compliance with retention policies, process GRAMA requests, and prepare reports on permit activity and revenue.

All other duties as assigned.

Qualifications:

  • High school diploma or equivalent, plus two (2) years of progressively responsible experience in permitting, office administration, customer service, records management, or related work (equivalent combination of education and experience may be considered).
  • Valid Utah Driver's License.
  • Must obtain an ICC Permit Technician certification and complete both the Utah State Records Access and Management Act (GRAMA) Essentials training, and the Records and Information Management (RIM) Essentials assessment, within six (6) months of hire date.

Preferred:

  • Previous experience in local government, development services, construction, permitting, business licensing, records management.
  • Additional certifications: Notary Public certification, as well as related credentials in building, zoning, code compliance, or records management.

KNOWLEDGE, SKILLS, AND ABILITIES

Must understand basic principles, terminology, and procedures related to building permits, constructions principles, zoning regulations, and applicable building codes, alongside a working knowledge of public records management and GRAMA procedures. Must be proficient in Microsoft Office, permit management software, and basic financial tasks such as fee collections and reconciliation. Must have strong written and verbal communication skills, the ability to work independently within established guidelines, and the capacity to build effective relationships with staff, contractors, and the public.

Physical Demands: While performing the duties of this job, the employee is required to sit for extended periods of time. This job requires a significant amount of time at a computer screen and using a keyboard for data entry. May occasionally lift up to 25lbs.
