Job summary

Mayor and City Council of Baltimore is seeking an Operations Officer II (Performance Program Manager) to join the Department of General Services. The role focuses on developing, analyzing, and reporting performance measures, and supporting agency-wide data governance initiatives to drive data-driven decision making.

You will work across divisions, manage KPI dashboards, and provide insights to executive leadership.

Qualifications

• Education: A bachelor’s degree in business administration, Public Administration, Management, or related field from an accredited college or university.
• Experience: Four years of professional-level administrative, operations, or technical work; lead experience may be required.
• Preferred: Four years in performance management, program management, data analytics, or related work with dashboards and reporting.

Responsibilities

• Develop, analyze, and report performance measures and KPIs for executive leadership.
• Support agency data governance initiatives and cross-divisional analytics projects.
• Create dashboards and automated workflows to improve reporting consistency and decision making.
• Collaborate with divisions to coordinate activities and advance agency priorities.
