Job summary

Sacramento Native American Health Center, Inc. in Modesto, CA is seeking a People Relations Supervisor to lead the People Relations Technical team, ensure compliant employment practices, and align with agency policy while building a high-performing function.

You will supervise staff, administer FMLA/CFRA leaves, handle ADA/FEHA accommodations, wage and hour compliance, investigations, and policy updates, in a confidential, diverse workplace with opportunities for growth.

Qualifications

  • Bachelor’s degree in human resource management or equivalent required.
  • Minimum of three years' progressive experience in Human Resources is required.
  • Minimum of one year of supervisory experience preferred.
  • SHRM Certification preferred
  • Demonstrated, hands-on expertise administering FMLA/CFRA leave, ADA/FEHA disability accommodations and the interactive process, workers' compensation claims, and wage and hour compliance.
  • Experience with performance management processes.
  • Knowledgeable in federal, state, and local labor laws and regulations, with the ability to effectively interpret and communicate policy.
  • Proficiency with Human Resource Information Systems (HRIS) and the ability to learn new software programs.
  • Proficient in Microsoft Office Suite (Outlook, Excel, Word).
  • Strong organizational, analytical, detail-oriented, and communication skills.
  • A valid California driver's license is required of staff with regular driving duties; driving record must meet position requirements and agency insurance carrier approval.

Responsibilities

  • Supervise and lead the People Relations Advisor and Specialist, providing coaching, training, and day-to-day direction; apply leadership development practices to build team capability.
  • Serve as the agency's lead practitioner for leave of absence and accommodation compliance, personally administering FMLA/CFRA leaves and ADA/FEHA disability accommodations (interactive process), in coordination with COBRA and benefits administration.
  • Ensure agency-wide wage and hour compliance.
  • Assist in the agency's performance management process overseeing compliance and partnering with the Director on investigations, terminations, and discrimination/harassment claims.
  • Manage day-to-day People Relations operations, including hiring support, scheduling, and processing employee changes (status, salary, title) with accurate, legally compliant recordkeeping.
  • Monitor and evaluate agency policies and procedures for effectiveness; collaborate with the Director to maintain the employee handbook, contracts, and procedural manuals.
  • Identify and mitigate risk from legal, ethical, or operational breakdowns; ensure compliance with regulatory reporting requirements (e.g., HIPAA, EEO, Pay Data, ACA) and serve as Custodian of Records for live scan results.
  • Promote a safe, healthy work environment, supporting infection prevention, safety, and risk-reduction practices for clients, staff, and visitors.
  • Lead department projects, meetings, and initiatives; hold self and team accountable for outcomes through ownership and continuous improvement.
  • Responsible for implementing leadership development series concepts in staff oversight. Including but not limited to time management, purposeful coaching / development, effective communication, and meetings.
  • Promote a healthy working environment that values staff and equips them to succeed while making sustainable decisions in a way that strengthens both our workforce and our impact.
  • Develop and maintain procedural manual relating to program.
  • Each leader is directly accountable for the outcomes of their program or area of responsibility through a mindset of ownership, continuous improvement, and follow-through.
