Position Overview
ITSC is seeking a Technical Writer II to support the Cybersecurity and Infrastructure SecurityAgency’s national-level coordination bodies, specialized councils, and cross-sector workinggroups.This position will develop, edit, and manage executive-level, technical, governance, and strategicproducts for senior government leaders and interagency stakeholders. The ideal candidate willhave exceptional writing and editing skills and the ability to translate complex technical,cybersecurity, policy, and operational information into clear, accurate, and audience-appropriatecontent.
Key Responsibilities
- Draft and edit executive briefings, memoranda, white papers, decision logs, strategicassessments, reports, and leadership correspondence.
- Develop agendas, strategic pre-reads, briefing materials, meeting documentation, andpost-engagement summaries.
- Prepare governance documents, including charters, bylaws, procedural frameworks,standard operating procedures, and membership materials.
- Translate complex cybersecurity, physical security, critical infrastructure, policy, andoperational information into clear and concise products.
- Research and synthesize information from policies, legislation, after-action reports,lessons learned, stakeholder input, and technical sources.
- Support the development, tracking, review, and adjudication of complex documentpackages, templates, reports, and graphics.
- Perform technical editing and quality assurance reviews for accuracy, clarity, grammar,tone, consistency, and logical organization.
- Ensure documents comply with CISA and DHS templates, style standards, accessibilityrequirements, and records-management policies.
- Maintain version control and document audit trails throughout the review and approvalprocess.
- Coordinate with subject matter experts, government personnel, technical teams, and otherstakeholders to collect, validate, and refine content.
- Develop or support dashboards, infographics, workflow diagrams, process maps, andother visual communication products.
- Maintain a deliverables log that tracks submission dates, review status, revisions,approvals, and final acceptance.
- Prepare event-specific briefing notes, coordination summaries, and rapid-analysisproducts during emergent events.
- Compile after-action summaries and other documentation following meetings,engagements, and emergency activations.
- Post and manage approved content using SharePoint Online, Drupal, or othergovernment-authorized platforms.
- Review electronic content for Section 508 accessibility compliance.
- Maintain documentation in accordance with the Federal Advisory Committee Act, DHSDirective 093-01, General Records Schedule 6.2, and applicable CISA requirements.
Required Qualifications
- Four to eight years of experience in technical writing, editing, governmentcommunications, policy writing, proposal development, or a related field.
- Ability to obtain and maintain a favorable DHS Suitability/Fitness Determination.
- Demonstrated ability to prepare executive-level, technical, analytical, or policy-relateddocuments.
- Excellent writing, editing, proofreading, research, and verbal communication skills.
- Ability to explain complex technical and operational subjects to technical andnontechnical audiences.
- Experience coordinating document reviews and incorporating feedback from multiplestakeholders.
- Strong attention to detail and ability to maintain consistency across high-volumedeliverables.
- Experience managing deadlines, document versions, review cycles, and approvalworkflows.
- Proficiency with Microsoft Word, PowerPoint, Excel, Outlook, and Teams.
- Ability to work independently and manage multiple time-sensitive assignments.
- U.S. citizenship.
Preferred Qualifications
- Bachelor’s degree in English, communications, journalism, public policy, cybersecurity,homeland security, technical communication, or a related field.
- Previous experience supporting DHS, CISA, another federal agency, or a governmentcontractor.
- Experience writing about cybersecurity, critical infrastructure, physical security,resilience, national security, or federal policy.
- Familiarity with CISA or DHS writing standards and templates.
- Knowledge of the Federal Advisory Committee Act or federal records-managementrequirements.
- Experience using SharePoint Online, Drupal, Adobe Acrobat, Power BI, or document routing platforms.
- Experience producing Section 508-compliant documents and digital content.
- Familiarity with data visualization, infographics, process maps, or workflow diagrams.
- Experience supporting senior government officials, national-level councils, orinteragency working groups.
Summary
Work will primarily be performed at CISA facilities in Arlington, Virginia. Telework may be permitted with government approval. Occasional travel and short-notice support during emergentevents may be required.
