Job summary

STV, Inc. is hiring a Florida Project Development & Environmental (PD&E) Director to drive the Transportation project lifecycle across Florida.

Locations include Tampa, Jacksonville, and Orlando; you will lead PD&E pursuits, shape strategy, and partner with senior leadership and FDOT to win large, multi-year programs. You will manage multidisciplinary teams, deliver PD&E documents, and broaden the firm’s statewide PD&E capabilities.

Qualifications

• Bachelor's degree in Civil Engineering or Planning; Master’s preferred.
• 10+ years of PD&E and NEPA experience with leadership on complex transportation programs.
• Florida PE license or AICP certification.
• Direct experience delivering transportation planning and PD&E studies.
• FDOT experience required.
• Proven sellerdoer with business development and client management.
• Experience leading multidisciplinary teams on technically complex projects.
• Strong reputation and market presence in Florida's transportation community.
• Excellent written and verbal communication; client presentations.
• Proven project management and financial management capabilities.

Responsibilities

• Lead PD&E strategy and presence across Florida.
• Collaborate with senior leadership and transportation agencies.
• Drive growth in targeted FDOT districts.
• Expand STV's influence across the PD&E lifecycle.
• Lead pursuits, guide teams, deliver high-profile PD&E projects.
• Collaborate with planning, engineering, environmental, and traffic disciplines.
• Strengthen client relationships and convert to new work.
• Support public involvement, executive briefings, and stakeholder presentations.
• Represent STV through industry participation and thought leadership.
