Job summary

STV Incorporated in Florida is seeking a seasoned Project Development & Environmental (PD&E) Director to lead the PD&E practice across the state. You will drive seller-doer activities, win large PD&E programs, and guide multi-disciplinary teams from planning through environmental clearance to follow-on design.

The role requires 10+ years of PD&E/NEPA experience, a Florida PE license or AICP, and a strong client-focused track record with FDOT.

Qualifications

• Bachelor’s degree in Civil Engineering or Planning; Master’s degree preferred.
• Minimum 10 years of PD&E and NEPA experience with leadership on complex programs.
• Florida PE license or AICP certification required.
• Direct experience delivering planning and PD&E studies including alternatives analyses and environmental documentation.

Responsibilities

• Build and grow STV’s PD&E practice across Florida with staff development and succession planning.
• Lead seller-doer activities: client development, positioning, and pursuit strategy for PD&E projects.
• Serve as senior client interface with FDOT and other agencies at federal, state, and local levels.
• Oversee PD&E documents such as PE reports, AA, feasibility studies, CE Type 1/2 studies, EAs and EISs.
• Direct multi-disciplinary teams to deliver PD&E and planning projects on schedule and within budget.
• Establish project scopes, budgets, staffing plans, schedules and delivery strategies.
• Collaborate with directors to maintain technical standards and high-quality execution.
• Drive collaboration across planning, engineering, environmental, and traffic disciplines.
• Strengthen client relationships and convert them into new work.
• Support public involvement, executive briefings, and stakeholder presentations.
