Webb County, TX seeks a Payroll Clerk to support the Payroll Supervisor by ensuring timely, accurate payroll reporting and addressing employee payroll needs. This role works under general supervision, independently developing work methods and sequences.

Responsibilities include processing payroll, deductions, benefits, and leave, while handling data entry, reports, and inquiries. Excellent math, IT skills, and bilingual English/Spanish communication are required.

Qualifications

  • Associate’s degree or equivalent to two years of college.
  • Two years of payroll, HR, accounting experience.
  • Knowledge of county policies and payroll processes.

Responsibilities

  • Prepare reports including wages, Medicare, Social Security and 941 forms.
  • Balance reports and create EFT payment batches.
  • Review leave pay (holiday, overtime, sick) for accuracy.
  • Process personnel actions (new hires, promotions, terminations, transfers).
  • Handle deductions, incentives, travel reimbursements, and court orders.
  • Update payroll data: direct deposits, tax changes, dependent info, addresses.
  • Produce payroll analyses and system data requests.

Job description

The purpose of this position is to support the Payroll Supervisor by assisting with the daily operations of payroll-related tasks. Ensure the delivery of timely and accurate financial reports to management and address payroll needs of county employees.

This job works under general supervision, independently developing work methods and sequences.

  • Prepares reports to include wages, Medicare, Social Security and prepares tax form 941.
  • Prepares wire transfers by balancing the appropriate reports with configured data and creates batches for EFT payments.
  • Reviews holiday, overtime, compensatory, annual and sick leave pay to validate accurate compensation.
  • Reviews and posts personnel actions such as new hires, promotions, terminations, transfers, etc.
  • Override entries that include but are not limited to insurance deductions, new hires, termination and other pro-rates.
  • Conducts data entry of incentives, supplements, travel reimbursements, court orders, payouts, etc.
  • Processes direct deposit changes, tax changes, dependent information, name changes, address updates, etc.
  • Prepares payroll analysis reports, Time Clock Plus reports, Tyler reports, system data requests on pay, positions, timesheets, etc.
  • Answers phone calls, incoming faxes, provides requested information such as verifications of employment, retirement questions, timesheet questions, etc.
  • Performs related work as assigned.
Knowledge, Skills, and Abilities
  • Knowledge of county and departmental policies and procedures.
  • Knowledge of different types of payroll software.
  • Must be proficient in the use of computers and Microsoft Software.
  • Must have experience in the use of office equipment.
  • Excellent attention to detail.

  • Knowledge of payroll, garnishments, and benefits distribution.
  • Good research and analysis skills.

  • Ability to communicate orally and in writing in the English language and orally in the Spanish language.
  • Requires an Associate’s degree, vocational technical degree or specialized training that is equivalent to satisfactory completion of two years of college education.
  • Two years of payroll, human resources, accounting or related experience or an equivalent combination of education, training and experience.

Other Requirements/Information
  • Must possess a valid and current Texas Driver's License with an acceptable driving history. *If the applicant holds an out-of-state license, a State of Texas Driver’s License must be obtained prior to employment.
