Job summary

The City of Richmond is seeking a qualified Management Analyst to lead Payroll and Sworn Recruitment functions for the Fire & Emergency Services department. As part of the Business Office Team, you may be assigned to Procurement, Payroll, Accounts Payable, Grants, and Customer Service with essential responsibilities across these areas.

Qualifications

• Bachelor's degree in business or public administration or related field
• Two years of journey-level professional experience in area related to assignment such as program/project management or management/policy/financial analysis
• Equivalent combination of training and experience may be used to meet minimum qualifications
• Intermediate level in Microsoft Office Suite (EXCEL/Word/Access/Pivot Tables/Infographics)

Responsibilities

• Procurement: enter requisitions, coordinate with stakeholders for Purchase Orders, forecast purchasing needs, ensure contract compliance, attend DPS training, communicate lead times, maintain integrity in public transactions.
• Payroll: collect and review timesheets, audit payroll records, process adjustments, guide supervisors on time entry and deadlines, coordinate with HR/finance to resolve issues and support reporting.
• Accounts Payable: verify invoices, reconcile transactions, communicate with vendors and internal departments to resolve billing issues.
