Job summary

The City of Richmond, Department of Fire & Emergency Services, is seeking a qualified Management Analyst to oversee Payroll and Sworn Recruitment functions within the Business Office Team. Primary duties include Payroll, Procurement, and Accounts Payable support, with a focus on accuracy, compliance, and timely processing.

The role requires a Bachelor’s degree in business or public administration and 2 years of related experience, plus strong Excel skills.

Qualifications

• Bachelor's degree in business or public administration or related field.
• Two years of journey-level professional experience in area related to assignment.
• Equivalent combination of training and experience may be used to meet qualifications.
• Intermediate level in Microsoft Office Suite (Excel/Word/Access/Pivot Tables/Infographics).

Responsibilities

• Manages and performs all functions as the Payroll Administrator for the department.
• Responds to payroll inquiries with courtesy and professionalism.
• Analyzes complex payroll with pay structure and policies for sworn and civilian personnel.
• Maintains confidentiality of employee information.
• Serves as payroll SME during implementation of payroll technology.
• Generates reports on payroll, leave, and recruitment processes.
• Provides HR and recruitment support and coordination.
