  • Knowledge of applicable laws, codes, regulations, standards, methods, and practices related to payroll.
  • Experience with accounting and budgeting principles and procedures.
  • Experience working with Community Services Boards is preferred.

Responsibilities

  • Ensure accurate and timely processing of payroll for all Agency and ESS employees in accordance with federal and state regulations.
  • Verify and analyze employee timesheets and rectify errors with supervisors approval.
  • Process and reconcile tax deposits and prepare monthly, quarterly and annual reporting.
  • Generate payroll reporting and ensure correct general ledger postings.
  • Execute legal orders for child support, tax levies or garnishments and student loan deductions.
  • Coordinate with federal and state authorities on payroll tax filings and year-end reporting.
  • Assist in new employee orientation and payroll system changes (UKG).
  • Prepare personnel budgets and analyses; train on payroll policies and procedures.

Job description

The Payroll Manager is responsible for the oversight and management of the Agency’s payroll process and functions which include supervision of a payroll technician and personnel data specialist, coordination with Human Resources and review and reconciling the Virginia Retirement System reports. Responsible for the management and oversight of the payroll accounting and payroll reporting functions and ensuring compliance with all Federal and State regulations. Actively engage in process improvement and ensure effective and efficient internal controls exist within the Payroll Department.

ESSENTIAL FUNCTIONS
  1. Responsible for all functional and tactical aspects of the payroll operation ensuring accurate and timely processing of payroll for all Agency and ESS employees in accordance with federal and state regulations. Verify and analyze employee timesheets, checking for errors, data omissions, unapproved overtime & scheduling anomalies & following up with employees to rectify timesheet errors and ensure supervisor approval.
  2. Responsible for processing and reconciliation of all tax deposits and ensuring preparation of monthly, quarterly and annual reporting requirements. Responsible for ensuring all tax deposits are calculated accurately and submitted and paid to appropriate taxing agencies in a timely manner. Will perform audits/reconciliation of group benefits deductions against billing statements reporting any discrepancies to the office of human resources as well as ACA reconciliations..
  3. Oversee the generation of all standard payroll reporting, including payroll registers, tax deposit summaries, and general ledger reports for the accounting department. Ensure accuracy of payroll summaries completed for accounting department. Ensure payroll costs are distributed and reported correctly in the Agency’s general ledger and authorize transfers to cash accounts.
  4. Execute legal orders for child support, tax levies or garnishments and student loan deductions and ensure are processed and reported accurately.
  5. Act as a liaison between the Federal and State Governments and the Agency to solve questions or problems. Oversee the preparation and provide review of quarterly Federal and State payroll tax reports and year-end tax reporting.
  6. Participate in new employee orientation and supervisor training on the payroll (UKG) system. Oversee payroll changes to ensure correct setup of payroll items. Collaborate with human resources staff to resolve payroll issues.
  7. Assist in preparing personnel budgets and projections. Analyze personnel data and prepare special reports for management. Review, interpret, explain, advise, and train on payroll/timekeeping policy and procedures.
  8. Work with finance staff to ensure general ledger asset and liability balances are reflected correctly in the general ledger. Perform internal audits of various payroll areas and generate reports of findings for follow up of corrective action. Prepare materials for external and internal auditors.

EXPERIENCE/EDUCATION REQUIRED

Bachelor’s degree in accounting or related field is preferred or a combination of education and relevant work experience to total four years.

Three years’ experience working with payroll processing and payroll related forms is required.

Experience in working with Kronos (UKG) payroll system is preferred.

Knowledge of applicable laws, codes, regulations, standards, methods, and practices related to payroll, basic accounting principles as related to payroll processing and principles and techniques of technical record keeping.

Experience working with accounting and budgeting principles and procedures.

Experience working with Community Services Boards is preferred.
