Qualifications

  • High school diploma or GED with 3 years accounting or fiscal experience; or 1 year at Accounting Technician 1 level.
  • Experience with payroll, benefits, and payroll taxes is preferred.
  • Proficiency with Microsoft Excel and other Office apps is beneficial.

Responsibilities

  • Provides backup support for payroll processing and related activities.
  • Assists with benefits administration, including monthly payments and records maintenance.
  • Performs payroll-related reporting, taxes, deductions, and compliance tasks.
  • Prepares salary billing and invoices for services to counties and programs.
  • Maintains employee and payroll records with confidentiality and timely filing.
  • Supports other fiscal/administrative duties including leave, travel, and vendor payments.
  • Cross-trains to provide backup coverage across payroll, benefits, and fiscal functions.

The Clarke County Health Department is seeking a detail-oriented and dependable Payroll and Benefits Support Tech to provide accounting, payroll, benefits, and administrative support to the department. This position will work closely with the District’s fiscal, payroll, and human resources functions and will serve as a trained backup for several critical financial processes.

The ideal candidate will have strong attention to detail, experience working with confidential financial and employee information, and the ability to accurately manage multiple deadlines and recurring processes.

  • Provides backup support for payroll processing and participates in routine payroll activities to maintain proficiency and ensure coverage when needed.
  • Assists with benefits administration, including monthly benefit payments and reports, employee questions, New Hire Orientation, Open Enrollment, and maintenance of benefit-related records.
  • Assists with payroll-related reporting and compliance activities, including payroll taxes, W-2s, 1095s, deductions, garnishments, and other required reporting.
  • Prepares salary billing and invoices for services provided to counties and programs throughout the District, including collecting and reviewing supporting documentation.
  • Creates and maintains employee, payroll, and related fiscal records and ensures documentation is accurate, confidential, and filed timely.
  • Provides support for other fiscal and administrative functions, including leave entry, travel reimbursement, bank deposits, vendor payments, and personnel actions affecting program budgets.
  • Cross-trains in assigned payroll, benefits, and fiscal functions to provide backup coverage and continuity of operations.
  • Performs other accounting, fiscal, and administrative duties as assigned.

High school diploma/GED and three (3) years of job-related accounting or fiscal experience; or one (1) year of experience at the lower level Accounting Technician 1 (FIT020) or position equivalent.

Preferred Qualifications
  • Experience with payroll, bookkeeping, accounting, or other fiscal operations.
  • Experience processing employee benefits, payroll deductions, payroll taxes, or related financial transactions.
  • Experience preparing invoices, reconciling financial records, or maintaining financial documentation.
  • Proficiency with Microsoft Excel and other Microsoft Office applications.
  • Strong organizational skills with the ability to maintain accurate records and manage multiple deadlines.
  • Experience maintaining confidential employee or financial information.
