Haynes, Inc. is seeking a Payroll Analyst (Locally Employed) to support DoS compensation services from Charleston, SC.

The role requires obtaining or possessing a Secret Clearance and offers a stable, full-time position with a starting salary in the $45k–$48.2k range plus benefits. The department works on global compensation for LE staff across embassies and missions, handling time and attendance, payroll, and related records.

Qualifications

• Must have a high school diploma with experience working in financial or payroll automated systems, such as PeopleSoft and be able to create and work with spreadsheets and/or databases.
• Payroll Analyst should be organized, analytical, have good problem solving, leadership, customer service and interpersonal skills, as well as encompass a strong attention to detail and be an excellent communicator (verbal and writing).
• Work independently and assist senior analysts to provide workflow analysis, re-engineering, procedures development, project management, resource management, cost analysis, personnel management, budget analysis, auditing or inspecting.
• Once a problem or project is defined the payroll analyst researches relevant facts and information, conducts interviews, compiles results, prepares documentation that supports a recommended course of action and prepares supporting material, such as flow charts, graphs, tables or spreadsheets.
• Assists in developing new procedures, revise existing procedures, techniques, schedules, work assignments and steps to achieve a solution.

Responsibilities

• Primary responsibilities are T&A reporting, pay calculation, individual leave accounts, allotments of pay, and other individual pay matters for those paid under local compensation plans at serviced-posts.
• Supports and promotes the CGFS quality policy and establishes, maintains and updates required QMS records for all assigned posts (e.g., country specifics).
• Demonstrates a comprehension of all applicable metrics and their performance measures and status.
• Participates in the development of QWI, forms, and reference documents within the LE QMS.
• Adheres to LE policies to ensure that only current and approved QWIs are utilized to conduct LE Payroll functional activities and ensures that nonconformities do not occur in employee’s area of responsibility.
• Proactive in continuously monitoring, developing, documenting, and implementing continuous improvements.
