City of New York is seeking a Payroll Analyst serving as Principal Administrative Associate. Responsibilities include researching and reconciling payroll reports like RMDS, PMS, and ATG payments, auditing salaries, and resolving employee payroll inquiries.

The position requires supervisory experience and a strong administrative background within a public-sector payroll environment. Candidates must meet civil service qualifications and be ready to participate in ongoing audits and payments

Qualifications

  • Bachelor's degree and two years of satisfactory full-time progressively responsible clerical/administrative experience, one year in supervisory capacity.
  • Associate degree or 60 semester credits and three years of clerical/administrative experience including one year of supervisory experience.
  • Four-year high school diploma and four years of clerical/administrative experience including one year supervisory experience.
  • Education/experience equivalent to 1-3 with one year supervisory experience; substitution allowed at 30 credits per 6 months up to 3 years.

Responsibilities

  • Research and resolve items on RMDS, PMS, PTAPD160 and PTAPW161 reports to ensure review and payment.
  • Audit and review pending details and reconcile for payment; process ATGs and audit ATGs payments monthly.
  • Ensure direct deposit stops/reversals are processed promptly; review 319 reports for paper checks release.
  • Audit retroactive details and ensure payments after required audits; respond to payroll inquiries.

The Payroll Analyst will research, evaluate and resolve outstanding items that appear on the RMDS, PMS, PTAPD160 and PTAPW161 reports; ensure that these reports are reviewed; audit and review pending details and reconciled for payment; research and process ATGs; audit all ATGs payments monthly to prepare for anniversary and/or quarterly payments; ensure employee’s ATGs and salary are up to date once notify of a reported title change; conducts bi-weekly audit of the 700 report against the prior pay cycle report as per the Comptroller’s Directive 13; ensure direct deposit stops and/or reversals are processed promptly; work closely with the payroll staff in reviewing the biweekly 319 report for the release of paper checks; research gross wages from prior pay period and validate for payment; ensures retroactive payments due to collective bargaining agreements are paid after required audits; assist with the preparation of Managerial Lum Sum (MLS); respond to and resolve employees' inquiry on payroll questions in a professional and timely manner; work collaboratively with the Payroll and Personnel areas to implement solutions to day-to-day issues and project activities; review and audit retroactive details and approved for payment.

TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING PERMANENTLY IN THE TITLE OF PRINCIPAL ADMINISTRATIVE ASSOCIATE, OR REACHABLE ON THE PRINCIPAL ADMINISTRATIVE ASSOCIATE CIVIL SERVICE LIST.

Qualifications

1. A baccalaureate degree from an accredited college and two years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or

2. An associate degree or 60 semester credits from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or

3. A four-year high school diploma or its educational equivalent approved by a state’s department of education or a recognized accrediting organization and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above; or

4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3 year.
