Job summary

American Society of Civil Engineers in Windsor, CO is seeking a Pavement Management Engineer to lead the town’s pavement program, oversee capital improvement projects, and manage asphalt, concrete, and gravel road assets.

You will collaborate with departments, supervise the Construction Inspector, develop budgets, and ensure compliance with MUTCD and ADA standards while guiding design and rehabilitation efforts.

Responsibilities

• Lead the Town’s Pavement Management Program to coordinate expenditures and maintenance plans.
• Manage budgets and life‑cycle cost analyses for Asphalt overlays, Mill and overlay, Crack Sealing, Roadway Seals, and related pavement projects.
• Oversee the bidding process, contract documents, cost estimates, and coordination with contractors; issue notices of award and related proceedings.
• Supervise the Public Works Construction Inspector and manage contractor activities in collaboration with consultants.
• Develop, implement, and monitor budget, goals, and objectives for large expenditures, and supervise assigned staff.
• Reviews and manages Right‑of‑Way repair permits, traffic control plans, and compliance with MUTCD and local standards.
