Job summary

SpecPro Sustainment and Environmental, LLC (SSE) is seeking a Pavement Inspector (Mid-Level) to support the 647 Civil Engineering Squadron at Joint Base Pearl Harbor-Hickam, Hawaii. The role focuses on pavement condition assessment, PCI surveys, and maintenance planning for airfield and transportation pavements.

Responsibilities include collecting data in PAVER, updating databases, and coordinating with TNAP AMP for maintenance schedules.

Qualifications

• Experience performing pavement inspections and condition assessments.
• Knowledge of PCI survey methods and pavement distress identification.
• Ability to document field conditions clearly and communicate repair priorities to engineering and operations personnel.
• Must pass Tier 1 background investigation and obtain/maintain CAC.
• Certification in pavement inspection from a US-accredited institution.
• Minimum 5 years of pavement inspection experience, including 3 years in military facilities/infrastructure.

Responsibilities

• Maintain accurate logs and support PAVER database updates.
• Translate TNAP AMP lifecycle strategies into actionable maintenance plans for operations.
• Support development of annual pavement preventive maintenance schedules aligned with TNAP AMP curves.
• Identify emergent pavement failures and communicate repair requirements to TNAP AMP Manager.
• Collaborate with Civil Engineering flights and stakeholders for coordinated planning and execution.

SpecPro Sustainment and Environmental, LLC (SSE) is a government contracting and consulting firm supporting military installations and federal agencies across the nation. SSE is seeking a Pavement Inspector (Mid-Level) to support our ongoing mission with the 647 Civil Engineering Squadron (CES) at Joint Base Pearl Harbor-Hickam, Hawaii.

The Pavement Inspector will serve as a technical subject matter expert for airfield and transportation pavement condition assessment and maintenance planning. This position will collect and validate PAVER data, conduct Pavement Condition Index (PCI) surveys, support the Transportation Networks and Airfield Pavements (TNAP) AMP, and identify emergent pavement deficiencies requiring near-term action.

What You’ll Do:

• Conduct tactical pavement condition assessments, including Pavement Condition Index (PCI) surveys, and enter or validate data in the PAVER Sustainment Management System.
• Maintain accurate pavement condition assessment logs and support PAVER database updates.
• Translate TNAP AMP lifecycle strategies into localized, actionable preventive maintenance plans for operations personnel.
• Support development of annual pavement preventive maintenance schedules aligned with TNAP AMP degradation curves and priorities.
• Identify emergent pavement failures and communicate immediate repair requirements and risk notifications to the TNAP AMP Manager.
• Collaborate with multiple Civil Engineering flights and stakeholders to support coordinated planning and execution of pavement and transportation infrastructure requirements.

What You Bring:

Required:

• Demonstrated experience performing pavement inspections, condition assessments, or airfield/transportation pavement maintenance evaluations.
• Knowledge of Pavement Condition Index (PCI) survey methods and pavement distress identification.
• Ability to document field conditions clearly and communicate repair priorities to engineering and operations personnel.
• Must be able to successfully complete the required Tier 1 background investigation and obtain/maintain a Common Access Card (CAC).
• Pavement inspection certification from an accredited institution within the United States required.
• Minimum 5 years of pavement inspection experience, including at least 3 years of military facility/infrastructure experience.

Preferred:

• Experience with PAVER or similar pavement-management systems.
