Job summary

Norwegian Refugee Council (NRC) seeks a Partnership Manager for the Palestine mission. You will lead the country office’s partnership portfolio, guide the localisation agenda, manage the partnership cycle, and represent NRC in partnership coordination forums.

Ideal candidates are strategic leaders with strong coordination, communication, networking, collaboration, and stakeholder management skills, plus a hands-on mindset and quick learning ability.

Qualifications

• Senior level experience within an NGO/international organisation.
• Grants’ management, partnership, and/or coordination expertise.
• Complex humanitarian contexts exposure.
• Palestine and Middle East context knowledge.
• Fluent in English and Arabic, both written and spoken.

Responsibilities

• Lead localisation strategy implementation and partnership programming across the project cycle.
• Provide strategic leadership to localisation and partnership coordination.
• Develop and maintain partnerships systems, tools, and guidelines.
• Support partner capacity sharing, identify priorities, and monitor progress.
• Build relationships with local NGOs, civil society, public institutions, academia, and private sector.
• Ensure NRC policies, humanitarian principles, donor requirements, and standards are followed.
• Provide people leadership, performance management, and recruitment support.
• Represent NRC in partnership coordination platforms and safeguard the organisation.

What You Will Do

• Localisation strategy implementation.
• Partnership programming strategic and technical leadership, integrating partnerships throughout the project cycle management process.
• Partnerships systems, tools, guidelines, and procedures development and maintenance.
• Partner organisation capacity sharing responsibility, to identify priorities, develop joint capacity sharing plans, and monitor progress.
• Relationship building and development with local NGOs, civil society organisations, other national and local actors, public institutions, academia, and the private sector.
• Partnership management in line with NRC policies, humanitarian principles, donor requirements, and partnership standards.
• People leadership, including the performance management, workforce planning, recruitment, staff induction, staff development, and duty of care.
• NRC representation in relevant partnership coordination platforms.

This situation was precipitated by a series of unprecedented actions and responses, including the launch of a significant number of rockets by armed groups in Gaza, targeting various locations within Israel as well as Israeli retaliation.
• NRC has been present in Palestine since 2009, provides humanitarian assistance and promotes respect for international law in one of the longest‑running displacement crises in modern history. NRC’s work includes emergency preparedness and response.
• NRC implements programming directly and in collaboration with partners in the West Bank, including East Jerusalem, and Gaza across five Core Competencies: Shelter & Site Management; Water, Sanitation, and Hygiene; Information, Counselling, & Legal Assistance; Protection from Violence; and Education.
• NRC Palestine implements programming both directly as well as through a wide network of over 20 partners. Last year, NRC served nearly 600,000 unique program participants.
• Recently, NRC launched its global strategy for 2027-2030, in which enabling locally‑led humanitarian outcomes will play a central role. This commitment is complemented with equally important strategic priorities: promoting and delivering principled humanitarian response and enabling greater impact. In the coming months, NRC Palestine staff will be developing its strategy for the upcoming four‑year period, contextualizing the global strategic goals to the local context.

What We Offer

• West Bank, Palestine duty station.
• 12-month contract duration, renewable based on requirements, performance, and funding availability.
• 30% travel, approximately.

The international community must act now to prevent further loss of life and uphold the rights of Palestinians. Despite severe restrictions on aid, NRC is continuing with its efforts to save lives and ease suffering.
