Job summary

Norwegian Refugee Council (NRC) in Palestine is seeking a Partnership Manager to lead the country office's partnership portfolio and guide its localisation agenda. The role focuses on strategy, programme cycle integration, and strengthening partnerships with local and international actors, including civil society and public institutions.

The ideal candidate will bring senior NGO experience, strong coordination and stakeholder management skills, and fluency in English and Arabic.

Qualifications

  • Relevant senior level experience within an NGO/international organisation.
  • Grants management, partnership and/or coordination expertise.
  • Exposure to complex humanitarian contexts.
  • Background with national, international and local civil society organisations.
  • Palestine and the Middle East context experience and knowledge.
  • Fluency in English and Arabic (written and spoken).

Responsibilities

  • Localization strategy implementation.
  • Partnership programming, strategic and technical leadership integrating partnerships throughout the project cycle management process.
  • Development and maintenance of partnership systems, tools, guidelines and procedures.
  • Share capacity with partner organisations to identify priorities and monitor progress.
  • Build and develop relationships with local NGOs, civil society, public institutions, academia and the private sector.
  • Lead partnership management in line with NRC policies, donor requirements and standards.
  • Provide people leadership including performance management, workforce planning, recruitment, staff induction, development and duty of care.
  • Represent NRC in relevant partnership coordination platforms.
  • Promote safeguarding and anti-corruption standards.

What we are looking for

NRC is looking for a Partnership Manager to join the Palestine mission. The role holder will lead the country office's partnership portfolio, provide strategic leadership to its localisation agenda, lead the partnership cycle management process, and represent NRC in partnership coordination forums.

What you will do
  • Localization strategy implementation
  • Partnership programming, strategic and technical leadership integrating partnerships throughout the project cycle management process
  • Partnerships systems, tools, guidelines and procedures development and maintenance
  • Partner organisation capacity sharing responsibility to identify priorities, develop joint capacity sharing plans and monitor progress
  • Relationship building and development with local NGOs, civil society organisations, other national and local actors, public institutions, academia and the private sector
  • Partnership management in line with NRC policies, humanitarian principles, donor requirements and partnership standards
  • People leadership including performance management, workforce planning, recruitment, staff induction, staff development and duty of care
  • NRC representation in relevant partnership coordination platforms
  • Safeguarding and Anti-Corruption standards and principles active promotion

On October 7th 2023 a substantial escalation in events began unfolding between Palestine and Israel. This situation was precipitated by a series of unprecedented actions and responses, including the launch of a significant number of rockets by armed groups in Gaza targeting various locations within Israel as well as Israeli retaliation.

NRC has been present in Palestine since 2009, providing humanitarian assistance and promoting respect for international law in one of the longest-running displacement crises in modern history. NRC's work includes emergency preparedness and response. NRC implements programming directly and in collaboration with partners in the West Bank, including East Jerusalem and Gaza across five core competencies: Shelter & Site Management, Water, Sanitation and Hygiene, Information, Counselling & Legal Assistance, Protection from Violence and Education. NRC Palestine implements programming both directly as well as through a wide network of over 20 partners. Last year NRC served nearly 600,000 unique program participants. Recently NRC launched its global strategy for 20XX in which enabling locally‑led humanitarian outcomes will play a central role. This commitment is complemented with equally important strategic priorities promoting and delivering principled humanitarian response and enabling greater impact. In the coming months NRC Palestine staff will be developing its strategy for the upcoming four‑year period, contextualizing the global strategic goals to the local context. Meaningful work that responds to the diverse needs, priorities and concerns raised by beneficiary communities.

What we offer

West Bank Palestine duty station, 12-month contract duration, renewable based on requirements, performance and funding availability.

30 travel, approximately Grade 9 in NRC's International Salary Scale with accompanying terms and conditions.
