Job summary

The Norwegian Refugee Council (NRC) in Syria seeks a Shelter Project Manager to lead the shelter portfolio for the Northwest Area Office. You will plan and implement shelter interventions from emergency support to durable solutions, coordinating across CCs and with partners.

You will bring at least 3 years of senior shelter experience, a civil engineering background, and proven PCM leadership. This role requires eligibility to work in Syria and extensive field knowledge.

Qualifications

  • Minimum 3 years of experience in senior shelter project implementation in humanitarian/recovery contexts.
  • Bachelor’s degree in a related technical field (civil engineering) is required; Master’s degree is an added value.
  • Technical shelter expertise in construction/rehabilitation of public buildings and housing.
  • Experience with cash for shelter and market-based approaches.
  • Experience in Northwest Syria or similar hard‑to‑reach areas.
  • Knowledge of Sphere Standards and humanitarian frameworks.
  • Strong leadership and Project Cycle Management skills.
  • Excellent communication and stakeholder engagement abilities.

Job description

NRC Syria looking for a Shelter Project Manager to join the Northwest Area Office. The role holder will be responsible for planning and implementing a high-quality shelter program that spans emergency responses—such as shelter/winterization kits provision—and transitional or permanent solutions, including housing rehabilitation and public buildings, to support the transition toward self-reliance and durable solutions. This will be achieved through mixed modalities and strong integration with other Core Competencies (CCs).

Additionally, they will draw on existing knowledge and expertise from past and ongoing Shelter programming in Syria to ensure the effective delivery of shelter interventions either at the household or community level. They will manage the overall NRC Shelter portfolio and staffing at the AO level and contribute to broader country-level programme development in collaboration with the Shelter Specialist.

What you will bring
  • Minimum 3 years of experience from a senior level project implementation position in managing Shelter programme in a humanitarian/recovery context.
  • Bachelor’s degree in a related technical field required (civil engineering,). Master’s degree is an added value.
  • Technical Shelter expertise working in construction/rehabilitation/engineering of public buildings, apartments rehabilitation.
  • Experience with cash for shelter (cash for rent, cash for repair, cash for construction) and market-based approaches.
  • Experience working in Northwest Syria (Idlib/Aleppo) or similar hard-to-reach areas.
  • Demonstrated experience and understanding of Project Cycle Management and team leadership.
  • Experience applying Sphere Standards and utilising other relevant humanitarian frameworks and guidelines.
  • Knowledge of area-based and market-based programming.
  • Excellent communication, presentation, and interpersonal skills, with the ability to engage and collaborate with internal and external stakeholders, including donors, governments, and partner organizations.
  • Knowledge of climate resilient- shelter infrastructure, Disaster Risk Preparedness.
  • Experience in cost recovery systems and governance models for sustainable Shelter programming is an advantage.

  • Salary/benefits: Grade 8 on NRC’s national salary scale.
