Job summary

Children's Advocate Academy NFP is seeking an experienced Fractional HR & Workforce Development Manager to help build and support a strong, mission‑driven workforce. This part‑time, in‑person role focuses on recruitment, onboarding, talent development, workforce planning, and staff retention to enable growth and high‑quality services for children and families.

Collaborating with leadership to establish HR infrastructure and pathways for advancement, the position offers a starting rate of $50 per

Qualifications

• Minimum of 3 years of professional experience in Human Resources, Talent Acquisition, Recruiting, Workforce Development, or a closely related field.
• Demonstrated experience recruiting, interviewing, and hiring employees.
• Experience coordinating onboarding and employee development activities.
• Experience supporting employee retention and engagement efforts.
• Strong organizational, communication, and relationship-building skills.
• Ability to work independently and manage multiple priorities.
• Ability to maintain confidentiality and exercise professional judgment.

Responsibilities

• Recruitment & Talent Acquisition: develop strategies, recruit, hire RBTs, DSPs, CNAs, administrative staff and program personnel, coordinate events, manage postings, screen candidates, maintain records.
• Onboarding & Employee Integration: coordinate onboarding, ensure documentation, background checks, develop materials, support engagement.
• Performance Management & Employee Evaluation: establish standards, coordinate evaluations, provide feedback, develop improvement plans.
• Training & Workforce Development: assess needs, develop programs, support professional development, create development pathways.
• Employee Retention & Engagement: recognition, retention interviews, analyze turnover, enhance workplace culture.
• Parent Workforce Recruitment Initiative: develop pathways for parents entering workforce, coordinate sessions.
• HR Administration & Compliance: maintain records, policy development, legal compliance, credential monitoring.
• Organizational Development: develop HR systems, job descriptions, interviewing guides, workforce planning tools, leadership partnerships.
