Job summary

Meritus Property Group is seeking a service-driven Community Manager for a 41-unit, newly constructed affordable housing community in Salem, OR. This part-time role (20 hours/week) emphasizes LIHTC and PBV compliance, lease-up, and exceptional resident experience in a small-team setting.

You will oversee day-to-day operations, budget, and owner reporting, coordinating with housing authorities and resident-services partners while maintaining audit-ready files and strong Fair Housing practices.

Qualifications

• 3+ years of multifamily property management experience with leasing, resident relations, collections, maintenance coordination, and financial/administrative operations.
• Hands-on experience managing affordable housing compliance, LIHTC tenant qualification, recertifications, income/asset verification, and HAP/subsidy administration.

Responsibilities

• Own LIHTC and PBV compliance at site level and ensure proper qualification before move-ins.
• Lead lease-up and stabilization including waitlists, offers, and move-in scheduling.
• Maintain audit-ready files for regulatory reviews and annual/interim recertifications.
• Manage on-site budget performance, rent/subsidy collections, and owner reporting.
• Provide responsive, professional resident services and enforce Fair Housing practices.
