Job summary

The City of University Park is seeking a Director of Parks and Recreation to lead the Department, set goals aligned with the City's strategic plan, and ensure compliance with policies while communicating project updates to residents and officials.

In this senior role, you'll guide staff, manage the budget, oversee capital projects and special events, and build strong partnerships with other departments and community groups to deliver high-quality parks, aquatic facilities, and recreation

Qualifications

  • Bachelor's Degree in a related field required.
  • Five years of leadership experience in parks and recreation or related field.
  • At least three years supervisory experience.
  • Must pass pre-employment drug screen, physical and background check.
  • Must possess a valid State of Texas Driver's License.
  • Knowledge of parks maintenance, aquatics, recreation programs and special events.
  • Knowledge of management and administration of a parks and recreation department.
  • Knowledge of computers and related equipment, hardware and software.
  • Knowledge of City policies and procedures.
  • Knowledge and skill in effectively managing capital projects.
  • Skill in effective oral and written communications.
  • Skill in planning and implementing departmental procedures and objectives.
  • Skill in effectively supervising and delegating duties to staff.
  • Skill in resolving customer complaints and concerns.

Responsibilities

  • Plans, administers, manages, and directs daily operations of divisions within the Parks and Recreation Department.
  • Provides leadership and guidance to staff for assignment, training, and supervision to meet department objectives.
  • Oversees performance management, including evaluations, and ensures safety and policy compliance.
  • Collaborates with stakeholders for successful capital improvement projects.
  • Develops and negotiates agreements and contracts; monitors contract compliance and performance.
  • Develops, implements, and evaluates departmental policies, procedures, strategies, and goals.
  • Researches, analyzes, and recommends cost-effective improvements; designs and evaluates programs.
  • Leads development and administration of the Department budget; oversees expenditures.
  • Develops long and short-range plans to meet service demand.
  • Maintains engagement with City leadership and other department directors.
  • Leads planning for the City's special events.
  • collaborates with other City departments and key partners for Parks and Recreation.
  • Provides staff support to the Parks Advisory Committee.
  • Interacts with residents, elected officials, advisory committees, and executives with technical advice and recommendations.
  • Prepares and delivers presentations at public venues including City Council meetings.
  • Responds to inquiries from residents, vendors, contractors, and consultants.
  • Plans and directs department-wide programs related to accreditation and process improvement.
  • Prepares and maintains records as required by law or city management.
