Job summary

The City of Richland is seeking a skilled administrative analyst to support the Parks & Public Facilities Department’s business operations. You will analyze budgets and financial data, manage contracts and agreements, and assist with grants that fund projects across the community.

Reporting to the Department Director, you will work independently on behind-the-scenes tasks to keep parks and facilities serving residents, with a typical 8:00 a.m.–5:00 p.m. schedule and potential flexible options.

Qualifications

  • Associate’s degree with coursework in public administration, business administration, finance, accounting.
  • Three (3) years experience in business or operational analysis, budget or financial analysis, contract administration, project administration.

Department: Parks & Public Facilities Division: Parks & Facilities Performs skilled administrative work supporting the business and operational functions of the Parks and Public Facilities Department, including financial analysis, contracts, agreements, grants, and other departmental activities, and related work as apparent or assigned. Work is performed under the limited supervision of the Parks and Public Facilities Director (supervisor).

SUMMARY OF POSITION

Join our Parks and Public Facilities team and support the department's business operations, by analyzing budgets and financial data, managing contracts and agreements, and supporting the grants that fund projects across our community. SUPPLEMENTAL INFORMATION

This is a full-time, in-person position with a typical Monday–Friday schedule of 8:00 a.m.–5:00 p.m. Flexible scheduling options, including a 9/80 schedule with alternating Fridays off, may be available. This position is open until filled, with first consideration given to those applicants who apply prior to October 22nd. Selection will be based on overall qualifications, skills testing (if applicable), and an interview process. The final candidate selected will be subject to a comprehensive background/reference check commensurate to the position.

MINIMUM QUALIFICATIONS
EDUCATION & EXPERIENCE

Associate’s degree with coursework in public administration, business administration, finance, accounting, or related field. Three (3) years experience in business or operational analysis, budget or financial analysis, contract administration, project administration. Any equivalent combination of education and experience that provides the required knowledge, skills, and abilities will be considered.

SPECIAL REQUIREMENTS

Valid driver’s license

DESIRABLE QUALIFICATIONS

Experience working in local government or a public agency, particularly in parks, recreation, facilities, or public works. Experience with public procurement processes, including preparing bid documents, RFPs/RFQs, and managing vendor contracts in compliance with state and local purchasing rules. Familiarity with governmental budgeting and fund accounting. Experience tracking contract and grant deliverables, deadlines, and reporting requirements across multiple projects.
