Job summary

Flagler County is seeking a Parks and Recreation Manager to supervise the operation of county parks and related facilities, including boating, camping and events. The role requires planning, policy development and cost management to maintain high-quality recreational spaces for residents and visitors.

Qualified candidates will have a high school diploma, 7 years in park maintenance, and 4 years of supervisory experience, with strong communication and budgeting abilities.

Qualifications

• Must have a working knowledge of sound management practices for recreation and park facilities.
• Must be able to plan, direct and supervise a large staff of trades and office personnel.
• Must be able to implement an annual budget and communicate effectively in writing and speaking.
• Experience with modifying, installing and repairing buildings, fences, trails and park facilities.

Position Summary

Highly responsible management work in the supervision of Flagler County Parks and the operation of complex or special park facilities, including boating and docking service, fishing, camping and special events.

Essential Functions

• Plans, organizes and directs, supervises and evaluates work performance through a staff of technical subordinates.
• Develops and implements policies, programs and activities that are in the best interest of the County and directed toward increased efficiency, productivity, safety, quality as it pertains to maintenance of park facilities.
• Meets with vendors, contractors, and suppliers to perform various types of tasks for the county’s maintenance program. Inspects working progress and approves payments upon completion.
• Inspect parks, landscapes, irrigation, turf, and facilities. Can identify and develop plans for maintenance and repair to fix and maintain in working order.
• Address resident complaints and follows up to ensure problems are resolved; reports significant deficiencies to supervisor.
• Works with public, county staff, and other government entities to arrange, manage, reserve, and schedule events at county facilities.
• Responsible for the operation and maintenance of all parks and recreation facilities.
• Trains and supervises staff members in carrying out the overall activities.
• Represents the division in all matters. Provides or arranges facilities, material, and equipment for recreation and park activities.
• Provides input and administers annual budget. Reviews all payroll and purchases for park facilities.
• During emergencies, all employees are considered essential personnel and may be required to perform alternate duties.

Minimum Qualifications

• Must possess a high school diploma or equivalent.
• Must possess a valid state of Florida driver’s license.
• Must possess 7 years of experience in park maintenance programs.
• Must possess 4 years of supervisory experience.

• Must have ability to identify and then correct field turf issues to maintain fields in perfect working order
• Must have the ability to analyze and adjust activities to the needs of participating groups.
• Must have the ability to establish and maintain effective working relationships; communicate effectively orally and in writing.
• Must have the ability to manage and direct simultaneous projects and programs.
• Must have skill in planning, organization and implementation of the overall recreation and park development/maintenance programs.
