Job summary

Okaloosa County is seeking a seasoned manager to lead the construction and maintenance operations of county facilities, the Convention Center, and parks projects. Responsibilities

  • Manages construction and inspection of county facilities, Convention Center and parks projects; oversees installation, maintenance and inspection of parks play structures.
  • Reviews and evaluates work, methods and procedures of staff, contractors, and temporary employees; makes hiring, termination and discipline recommendations; provides oversight to staff.
  • Coordinates and oversees contracted construction and maintenance projects; acts as liaison to other departments.
  • Develops and implements work performance and safety standards; prepares schedules, sets priorities and inspects progress.
  • Reviews and approves detailed cost estimates; prioritizes and manages time schedules for projects within budget.
  • Coordinates with Engineer on design drawings; reviews specifications; ensures coordination with Growth Management and permitting.
  • Recommends and provides calculations of floor load limitations and electrical load restrictions for event related equipment at the Convention Center.
  • Prepares requests for proposal and bid documents; assists in negotiation of proposals/contracts with vendors; validates receipt of contracted services; prepares documents for final approval and payment.
  • Maintains and updates records; creates reports pertaining to construction projects and maintenance; manages procurement and inventory.
  • Anticipates equipment replacement through budget process and ensures adherence to financial goals; keeps abreast of trends in construction and AV/show lighting technology.

Job description

Provides managerial expertise in the construction and maintenance operations of county facility maintenance and parks projects.

  • Manages construction and inspection of county facilities, Convention Center and parks projects; manages installation, maintenance and inspection of Parks play structures.
  • Reviews and evaluates work, methods and procedures of assigned staff, contractors, and temporary employees; makes hiring, termination and discipline recommendations; provides oversight and direction to staff engaged in construction and maintenance operations.
  • Coordinates and oversees contracted construction and maintenance projects; functions as liaison to other departments.
  • Develops and implements work performance and safety standards, prepares work schedules, sets priorities and inspects work in progress.
  • Reviews and approves detailed cost estimates; prioritizes and manages time schedules for construction and maintenance projects; ensures projects are successfully completed within desired timeline and budget parameters.
  • Coordinates with Engineer on design drawings; reviews specifications for all construction elements; reviews construction and maintenance plans for compliance; ensures coordination with Growth Management and other departments for permitting.
  • Recommends and provides calculations of floor load limitations and electrical load restrictions for event related equipment at the Convention Center.
  • Prepares requests for proposal and bid documents; assists in the negotiation of proposals/contracts with vendors; validates receipt of contracted services; prepares and submits required documents for final approval and payment.
  • Maintains and updates records; creates accurate reports and correspondence pertaining to construction projects, facility and Tourist Development Department (TDD) maintenance, and other requirements.
  • Anticipates and identifies equipment replacement through the budget process and ensures adherence to established financial goals and objectives; orders supplies and equipment to ensure sufficient inventories.
  • Maintains current knowledge of trends and developments in the field of construction, and audio/video and show lighting technology. Offers recommendations to department policy and procedure upon directive approval.
  • Performs related duties as required.
Education, Training and Experience:

Bachelor's degree in Construction Technology, Project Management or closely related field supplemented by six (6) years of progressively responsible management experience in facility maintenance and/or construction projects, four (4) of which shall be in a supervisory management capacity; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Requires the ability to read, interpret, and develop blueprints, plans, and specifications. Experience with a municipal organization preferred. Working knowledge of building construction codes, playground equipment and layout preferred. Grant preparation experience preferred. Knowledge of both Florida State and Okaloosa County ordinances preferred.

Licenses and or Certifications:

Requires a valid driver license. Certified Park and Recreation Professional (CPRP) and/or Certified Park and Recreation Executive (CPRE) certification preferred.

Physical Requirements:

Tasks are essentially sedentary, with periodic walking and standing over rough and uneven surfaces, and ascending and descending ladders, stairs, ramps, etc. Must be able to exert up to 20 pounds of force occasionally to lift, carry, push and pull or otherwise move objects. Requires full range of body motion, to include bending at the waist and full use of lower extremities and back muscles. Requires excellent levels of equilibrium for moving on slippery, wet, or erratically moving surfaces.

Language Ability:

Requires the ability to communicate effectively in Standard English, and in the various professional languages relevant to civil engineering activities, including the ability to convey, record and exchange information. Requires the ability to explain procedures and to give, receive and follow oral and written instructions. Requires the ability to read a variety of moderately to highly complex records, reports, policy and procedure manuals, codes, professional journals, etc. Requires the ability to read, interpret and develop policy and procedure. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation.

Intelligence:

Requires the ability to apply principles of logical and scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret a variety of technical instructions in written, mathematical or diagrammatic form; to make independent judgments; to acquire knowledge of topics related to primary occupation. Requires the application of moderate to long range planning principles and techniques. Requires the application of principles of influence systems and synthesis functions.

Numerical Aptitude:

Requires the ability to add and subtract, multiply and divide, use decimals and determine percentages; determine weight; compute discount, profit and loss, ratio and proportion; interpret graphs; perform engineering and statistical calculations; utilize geometric and algebraic principles.

Interpersonal Temperament:

Requires the ability to exercise consistent tact and courtesy in frequent contact with various professionals, county personnel and the public. Must be able to perform under stress when confronted with frequent deadlines.
