GENERAL STATEMENT OF DUTIES

This position is responsible for the day to day operations of an outdoor general park area, aquatic center, general campground park areas, or passive parks including County Farm. Supervises seasonal, year round, and part-time grounds and facilities staff. May supervise the work of staff in the assigned park, pool, and/or campground areas.

DISTINGUISHING FEATURES OF THE CLASS

The employee in this class provides day to day operations at one or more of the Guilford County Parks facilities in Hagan Stone Park, Northeast Park, Bur-Mil Park or passive parks including the County Farm. The Parks Assistant Supervisor oversees the maintenance of grounds and facilities, supervising seasonal, year-round and part time grounds and facilities staff. May also be responsible for recruiting, organizing and supervising volunteers. The position ensures the use of OSHA procedures and safe working practices, while handling equipment. Identifies alternative funding for special programming and non-budgeted expenses. Work is primarily performed where public contact is described as greeting the public as they enter facilities, and assists them with various customer service needs. Work is performed under regular supervision and progress is checked through review of reports.

Essential Duties & Tasks

• Supervises maintenance of grounds and facilities. Ensures the use of OSHA procedures and safe working practices, provide direction for maintenance staff, conduct weekly park inspections to look for safety hazards, areas that need repairs or improvement.
• Supervises seasonal employees and year round, part-time staff. Hires, trains, schedules, evaluates, disciplines, and terminates employees. Follow all county policies and procedures for Human Resource management.
• Assist in budgetary process by reviewing expenditures in areas of responsibility, helping prepare budget in those areas, review revenue, enforce county and state policies regarding financial management practices, work with staff to ensure compliance. Research grants and alternative funding sources.
• Provide excellent customer service to park patrons, while dealing with issues that arise.
• Performs related duties as required.

General Parks

• Manages the outdoor Aquatic Center which includes overseeing preparation for season opening and closing, meeting all rules and regulations set forth by national and state regulatory agencies, providing, providing customer service to patrons, oversee programs at the facility.
• Oversee campground registration and facility.

RECRUITMENT STANDARDS

Knowledge, Skills, and Abilities

• Working knowledge of the use of machines and tools, including their designs, uses, repair and maintenance.
• Knowledge of the principles and practices of outdoor, naturalist, campground and athletic recreation.
• Knowledge of rules for Guilford County Parks and Recreations areas of assigned work.
• Knowledge of local, state, and federal safety codes.
• Knowledge of Guilford County Personnel policies.
• Knowledge of locations of breaker boxes, fire extinguishers, cleaning supplies, how to light gas fire logs, bartender supplies, etc.,.
• Ability to perform routine maintenance on equipment, facilities and determining when and what kind of maintenance needed.
• Ability to coordinate members of a group to work together to accomplish assigned tasks.
• Ability to multi-task.

Minimum Education and Experience:

Bachelor's degree in Leisure Studies and Recreation, Horticulture or related area: OR Associate's Degree in Leisure Studies and Recreation, Horticulture or related area and two years of experience in Parks & Recreation, Facility Maintenance or recreation program work: OR High School diploma or GED and four years of experience in Parks & Recreation Facility Maintenance or recreation program work.

Working Conditions and Physical Demands of Work

Work in this class is described as medium and frequently requires physical exertion to move objects and complete tasks. Work typically involves the ability to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing and repetitive motions. Work necessitates visual acuity to determine the accuracy, neatness, and thoroughness of work assigned in preparing and analyzing figures, accounting, transcription, and computer terminal viewing. The Employee is subject to hazards including a variety of physical conditions such as proximity to moving mechanical parts, electrical current, chemicals, oils, noise, extreme weather conditions and vibration. The employee is in contact with potentially infectious body fluids during the performance of his/her duties. Working conditions include both inside and outside environmental conditions.

Driving is Essential

Driving is an essential requirement of this position whether driving a County owned or personal vehicle to conduct county business. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.

If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
