The City of Santa Rosa is seeking a self-motivated Parking Enforcement Officer!

About the Position:

The City of Santa Rosa’s Finance Department is seeking qualified candidates to fill one (1) full-time Parking Enforcement Officer position, temporary for up to six (6) months, and one (1) part-time Parking Enforcement Officer position, approximately 20 hours per week, temporary for up to twelve (12) months. This recruitment may also be used to establish an eligibility list to fill the current vacancies and future vacancies that may occur while the eligibility list remains active.

Parking Enforcement Officers work independently throughout the City, patrolling assigned areas to ensure compliance with applicable City and State parking laws, ordinances, and regulations. Duties include monitoring parking areas, issuing citations as authorized, responding to and conducting initial investigations of citizen complaints, providing information to the public regarding parking regulations, and performing other related enforcement duties.

The nature of parking enforcement work requires employees to work independently and exercise sound judgment while interacting with members of the public. Assignments may include evening, weekend, and holiday shifts.

Temporary, Non-Benefited Appointment:

The positions offered through this recruitment are temporary, non-benefited appointments established to meet a specific and/or time-limited operational need of the City.

These positions are not eligible for the City’s regular employee benefit package. Temporary employees do not serve a probationary period. A temporary appointment is limited in duration and may be modified or terminated by the City at any time, with or without cause, subject to applicable federal, state, and local laws, City policies, and any applicable employment agreements. Temporary employment does not create an expectation or guarantee of continued employment, permanent appointment, or future appointment to the classified service.

The ideal candidate will be productive and self-motivated with the ability to work independently while exercising good judgment without direct supervision. The ability to understand, interpret, apply and enforce regulations and keep accurate records is a must. This individual will have strong communication and interpersonal skills with a commitment to maintaining a customer service focus in challenging situations.

Essential Duties:
  • Patrol an assigned route on foot and/or driving a parking enforcement vehicle
  • Inspect and operate vehicles used to patrol regulated parking areas
  • Identify vehicles in violation of parking codes and issue citations
  • Explain code and policy requirements
  • Provide assistance and general information related to program area to a diverse population
  • Respond to parking complaints and inquiries regarding enforcement and control activities
  • Identify vehicles in violation of preferential parking regulations
  • Provide information to the public regarding location of streets, buildings and points of interest
  • Operate a cell phone and maintain close communications with parking enforcement staff
  • Maintain assigned equipment and supplies
  • Operate, maintain, and troubleshoot computer programs, software and other related equipment used to perform required duties
  • Report traffic accidents, abandoned vehicles and traffic hazards encountered in the course of work
  • Maintain accurate log of daily parking enforcement activity
Additional Duties:
  • Set-up and remove barricades and temporary signs, place and remove parking meter covers
  • Perform field checks as necessary to help respond to contested parking citations
  • Direct traffic
  • Train new or temporary staff in the technical aspects of the job
  • Perform related duties as assigned
Ability to:

Learn, understand, interpret and enforce appropriate City and State parking and vehicle codes, laws and regulations; identify and report parking and traffic problems encountered in the course of work; learn the technical aspects of the job; learn traffic safety procedures necessary in parking enforcement and control; learn to operate a handheld citation computer; train new or temporary Parking Enforcement Officers; establish and maintain effective working relationships with the public and other parking enforcement personnel; maintain routine records and logs; effectively communicate orally using good listening skills; perform assigned duties with significant independence.

Experience and Education:

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be one year of experience involving public contact and making independent decisions.

License and Driving History Standard:

This classification requires the use of a City vehicle while conducting City business. Individuals must be physically capable of operating Class C vehicles safely and must possess an appropriate valid California motor vehicle operator’s license.
