Introduction

The Governor's Office of Crime Prevention and Policy serves as a coordinating office that advises the Governor on criminal justice strategies. The office plans, promotes, and funds efforts with government entities, private organizations, and the community to advance public policy, enhance public safety, reduce crime and juvenile delinquency, and serve victims.

Main Purpose of Job

The Criminal Injuries Compensation Board (CICB) is a remedial body designed to aid and assist Maryland victims of crime. CICB receives and reviews a high volume of claims for reimbursement from individuals related to expenses incurred due to their victimization. The Paralegal will assist the CICB in managing claims, conducting research, drafting opinions, and providing administrative support. The ideal candidate will understand how to read, interpret, apply, and explain Maryland law, have excellent organizational skills, and a commitment to helping victims of crime.

Key Responsibilities:

  1. Case Review: Daily review for sufficiency and accuracy of claims bullet points as provided by the victim compensation analysts; craft claims decision language for the Deputy Director’s review; work with the Deputy Director to review Board decisions.
  2. Legal Research, Analysis, Policy, and Compliance: Ensure compliance with relevant laws, regulations, and policies; assist victim compensation analysts with legal interpretation and application; provide ad hoc legal research using LexisNexis; work with the Deputy Director on legal matters related to consultations, claims preparations, Board submissions, and appellate reviews; participate in reviewing and revising CICB regulations and policies.
  3. Administrative Support: Coordinate Board meetings, prepare agendas, take minutes; prepare and organize materials for board meetings and hearings; maintain accurate records of all activities and correspondence; prepare files for Board reconsideration hearings and Circuit Court appeals; perform other tasks as determined by the Deputy Director.

This is a special appointment position which serves at the pleasure of the appointing authority.

Minimum Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes: Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. Candidates may substitute a Bachelor's degree from an accredited college or university and two years of relevant experience for the required experience. Candidates may substitute a Master's degree for the experience requirement. U.S. Armed Forces military service involving staff work related to administration, rules, regulations, policy, procedures, or overseeing unit operations may also be substituted on a year-for-year basis.

Desired or Preferred Qualifications

Preference will be given to candidates with at least one year of professional experience as an administrator, legal assistant, or paralegal, or completion of a paralegal or legal assistant certificate program or related coursework in legal research and writing.

Selection Process

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified, and placed on the eligible list for at least one year.
