Responsibilities

Job description

Johns Hopkins, founded in 1876, is America's first researchuniversity and home to nine world-class academic divisions workingtogether as one university.

We are seeking a Paint Shop Supervisor who will beresponsible for regular and scheduled grounds maintenance, paintingand special projects involving dry walling, texturing, refinishingand other miscellaneous services. The Supervisor is responsible fordirecting and supervising the activities of the Paint Shop andGrounds Bargaining Unit employees. He/she will be responsible formaintaining operating processes, measuring results, identifying andresolving problems, developing and motivating staff, and managingdepartmental resources. The Supervisor must be able to diagnose avariety of Paint Shop related problems, offer solutions and plansfor repairs or corrections, or make independent judgments relatingto work schedules and manpower requirements. He/she will also serveas liaison with external contractors to coordinate access to JHUproperty, equipment, and resources as necessary. This positionreports to the Building Operations Manager.

Specific duties & responsibilities
  • Support the academic mission and the School’s commitment tosustainability by providing an attractive, safe and sustainableenvironment.
  • Develop priorities and direct Staff to achieve departmentalprogrammatic objectives.
  • Analyze performance standards to meet service expectations andproductivity measures to identify and track progress and customersatisfaction.
  • Continually assess performance through established standardsand applies corrective measures as required.
  • Organize, schedule, and supervise the bargaining unit employeesin the Paint Shop to complete assignments within qualitystandards.
  • Maintain and improve the Shop’s processes to increase qualityand production.
  • Diagnose and troubleshoot a variety of issues impacting groundsmaintenance, painting jobs and painting projects.
  • Coordinate with other departments within Facilities and theuniversity to manage multiple work flows and work to criticaldeadlines.
  • Order materials, equipment, and components for the Paint Shop;maintain an inventory of materials and supplies for the Shop.
  • Develop a planned schedule to ensure that all painting jobsoccur as necessary to maintain properties with emphasis on quality,efficiency, sanitation and safety.
  • Ensure contracted services are completed in accordance with JHUstandards.
  • Develop and maintain subordinate training to achieve highestpossible skill sets and to ensure paint methods, quality standards,and safety procedures are followed by all staff.
  • Provide cost and time estimates for day-to-day jobs andprojects; coordinate with other department managers, supervisors,and subordinates to ensure that paint jobs/projects are complete ontime and on budget.
  • Impose disciplinary actions as necessary.
  • Provide input to assist in preparation of the annual operatingand capital budgets.
  • Makes recommendations on equipment, supplies andprocedures.
  • Ensure that all Paint Shop activities and programs areaccomplished in accordance with statutory requirements andregulatory guidelines.
  • Assist in identifying capital renewal projects on a fiscal yearbasis within a limited capital budget.
  • Support safety programs for the continual maintenance of a safeworkplace and a safety conscious staff.
  • Oversee parts, materials and equipment inventories to ensureadequate stocking levels.
  • Hire, train, evaluate, and terminate staff as required.
  • Apply the collective bargaining agreement and resolve issuesthat may arise.
  • Ensure compliance with OSHA, BOCA, State and Federalregulations, and JHU safety standards for all work occurring inBSPH buildings.
  • On call at times and is expected to either physically orverbally respond to emergencies, depending upon the scope of theproblem.
  • Perform annual performance evaluations.
  • Perform other duties as assigned
Minimum Qualifications
  • High School Diploma/ GED required.
  • Minimum of five (5) years of related experience, includingthree (3) years of supervisory experience.
  • Must have a valid Driver’s License.
  • Additional education may substitute for required experience,and additional related experience may substitute for requirededucation beyond a high school diploma/graduation equivalent, tothe extent permitted by the JHU equivalency formula.
Preferred Qualifications
  • Bachelor’s Degree in Business Management or other relatedfield
  • Current involvement with trade associations; APPA, IFMA
Special knowledge, skills, and abilities
  • Understanding of good business practices, service excellence,human resources, inventory control, maintenance operations systemsand standards of practice
  • Understanding of technical aspects of painting, coatings,surface preparation and ground and aerial supports in a universityand research lab environment
  • Knowledge of safety rules, procedures and practices, includingthe proper use of safety equipment as defined by OSHA and industrystandards
  • Proficient knowledge of computer applications, includingWindows, email, internet browsing, word processing, andpresentations
  • Ability to perform moderately complex data analysis usingspreadsheets
  • Experience with a computerized maintenance management system(CMMS) and electronic time tracking system preferred
  • General knowledge of project management
  • Ability to supervise union employees
  • Perform work within reasonable lengths of time as measuredagainst industry or engineered standards
  • Ability to prioritize task
Technical qualifications or specializedcertifications
  • Knowledge of the tools, equipment, and materials common to thepainting trade
  • Skill in the preparation and application of paints to differenttypes of surfaces
  • Skill in estimating time and material requirements of workprojects assigned

  • Must be able to remain stationary for extended periods oftime

  • Prepares and manages 1 operational budget totalingapproximately 700 thousand dollars. This includes oversite ofexpenditures and reconciliation of expenses.

The pre-employment physical for positions in clinical areas,laboratories, working with research subjects, or involvingcommunity contact requires documentation of immune status againstRubella (German measles), Rubeola (Measles), Mumps, Varicella(chickenpox), Hepatitis B and documentation of having received theTdap (Tetanus, diphtheria, pertussis) vaccination. This may includedocumentation of having two (2) MMR vaccines; two (2) Varicellavaccines; or antibody status to these diseases from laboratorytesting. Blood tests for immunities to these diseases areordinarily included in the pre-employment physical exam except forthose employees who provide results of blood tests or immunizationdocumentation from their own health care providers. Anyvaccinations required for these diseases will be given at no costin our Occupational Health office.
