Job summary

QRSE, LLC in Illinois is seeking a licensed Owner's Rep Construction Manager with a Professional Engineer (PE) to oversee critical infrastructure projects statewide, starting with remote work in the Springfield area and on-site presence as needed.

You will manage all phases from planning to closeout, ensure contract and design compliance, lead teams, mentor engineers, and leverage construction management software and AI tools to deliver safe, high-quality projects on time and within budget.

Qualifications

  • Bachelor's degree in Civil Engineering, Construction Management, or related field.
  • Active Professional Engineer (PE) license.
  • 4+ years of construction management experience on civil or infrastructure projects.
  • Strong knowledge of construction methods, safety standards, and OSHA regulations.
  • Ability to interpret plans, specs, and contract documents.
  • Must possess a valid driver\'s license and be legally able to drive with daily worksite reporting in varying weather/hazards.
  • Monday–Friday, 8:00 AM–5:00 PM; occasional evenings/weekends as needed.
  • Physical demands: standing, walking, and climbing.
  • Comfortable working outdoors in various conditions with PPE.
  • Eager to learn and integrate new technology, AI tools and innovative solutions.

Responsibilities

  • Oversee all phases of construction from planning through closeout.
  • Ensure compliance with contracts, engineering standards, and project specifications.
  • Manage submittals, RFIs, change orders, claims, progress payments, schedules, and budgets.
  • Lead coordination meetings with client owners, contractors, and project teams.
  • Monitor project budgets and staffing needs.
  • Demonstrate strong client communication and conflict resolution skills.
  • Supervise engineers, inspectors, and construction staff; use CM software and AI tools to improve outcomes.

About the Role:

We\’re seeking a licensed Construction Manager to serve as the Owner\’s Representative on critical infrastructure projects across Illinois. This will initially be a remote job that will require driving in an around the Springfield area.

You\’lloversee all phases of construction from planning through closeout, ensuring compliance with contracts, engineering standards, and project specifications. The role requires daily on-site presence and combines hands- on construction management with modern technology to deliver safe, high- quality projects on schedule and within budget.You\’llreport to the Construction Manager Lead and collaborate closely with engineering and leadership teams.

What You\’ll Do

Project & Contract Management

  • Strong leadership and project management oversite
  • Enforce contractor compliance with plans, specs, and contract requirements
  • Manage submittals, RFIs, change orders, claims, progress payments, schedules, and budgets
  • Lead coordination meetings with the client business owners,contractors, and project teams
  • Monitor project budgets and staffing needs
  • Demonstrate strong client communication and conflict resolution skills

Quality, Safety & Field Oversight

  • Ensure compliance with codes, industry standards, and OSHA regulations
  • Identify and mitigate safety risks; stop work for major violations
  • Identify and mitigate construction risks
  • Coordinate inspections, resolve non-conformances, and document field conditions

Leadership & Technology

  • Supervise engineers, inspectors, and construction staff
  • Manage multiple projects with clear stakeholder communication
  • Use construction management software, Microsoft Office, and emerging AI tools to improve outcomes

What You Bring

Required:

  • Bachelor\'s degree in Civil Engineering, Construction Management, or related field
  • Active Professional Engineer (PE) license
  • 4+ years of construction management experience on civil or infrastructure projects
  • Strong knowledge of construction methods, safety standards, and OSHA regulations
  • Ability to interpret plans, specs, and contract documents

Preferred:

  • CCM or RME certification
  • HART, or other public agency experience
  • Master\'s degree in Civil Engineering
