Job summary

CDM Smith seeks an experienced Owner’s Advisor to provide expert consultation on water and wastewater infrastructure projects. You will guide clients through design, construction, commissioning and regulatory aspects, acting as a trusted advocate on project objectives, budgets and quality.

You will collaborate with clients, engineers, contractors and regulators, with travel to project sites as needed. A PE license is preferred but not required; strong communication and leadership are essential

Qualifications

• Bachelor’s degree required; experience with water/wastewater projects preferred.
• Minimum 15 years of related experience; travel may be required.
• Equivalent directly related experience may be considered in lieu of a degree.

Responsibilities

• Serve as primary client contact and advocate throughout project delivery.
• Provide technical guidance on water and wastewater infrastructure and regulatory requirements.
• Review designs and construction documents for alignment with standards.
• Collaborate with design and construction teams to mitigate project risks.
• Monitor progress, budgets, schedules, contracts, and change orders.
• Facilitate communication among clients, contractors, regulators, and stakeholders.
• Conduct site visits to assess progress, safety, and quality.
• Support commissioning, startup and operational readiness.
• Assist with proposals, RFP responses and business development.
• Meet with clients to understand infrastructure needs.
• Provide mentoring to junior staff.
• Participate in Communities of Practice and industry activities.
• Perform other duties as required.
