Responsibilities

• Oversee fiber construction, splicing, testing, and repair to ensure quality.
• Coordinate with contractors and field crews to manage schedules and delivery.
• Perform field inspections and validate construction quality and safety.
• Collaborate with internal teams to support utility communications and grid modernization.
• Maintain as-built drawings, asset documentation, and project deliverables.
• Support permitting, easements, and ROW coordination as needed.

Optomi, in partnership with a leading energy and utilities organization, is seeking a Telecom Engineer II with strong Outside Plant (OSP) fiber engineering experience to join its Telecom Delivery team in Raleigh, NC. This individual will support the planning, design, construction, and maintenance of fiber optic network infrastructure supporting critical utility and enterprise operations. The ideal candidate will have hands‑on fiber engineering experience, a background in telecom project delivery, and the ability to coordinate with contractors, field crews, and cross‑functional engineering teams.

Location: Raleigh, NC (Hybrid – 3 days per week onsite in the downtown office)

Core Responsibilities:

• Plan, design, and support outside plant fiber optic networks, including backbone, lateral, and access infrastructure.
• Develop fiber routes, capacity plans, redundancy designs, engineering drawings, splice schematics, and construction documentation.
• Oversee fiber construction, installation, splicing, testing, and repair activities to ensure quality and compliance with engineering specifications.
• Coordinate with external contractors and field crews to manage project schedules, resolve field issues, and ensure successful project delivery.
• Perform field inspections and validate fiber construction quality, testing results, and adherence to safety standards.
• Collaborate with internal engineering teams to support utility communications, grid modernization, and substation connectivity.
• Maintain accurate fiber network records, as‑built drawings, asset documentation, and project deliverables.
• Support permitting, easements, and right‑of‑way coordination as needed.
• Coordinate with internal stakeholders and external service providers to support network upgrades, outages, and new deployments.

Must-Have Technical:

• 5+ years of direct Outside Plant (OSP) fiber engineering experience with a bachelor's degree, or equivalent experience based on education requirements.
• Experience in fiber optic network design, planning, construction, and engineering documentation.
• Strong understanding of fiber construction methods, fiber splicing, testing, and repair.
• Experience with fiber testing tools and methodologies, including OTDR and optical power meters.
• Ability to interpret engineering drawings, fiber route maps, and GIS data.
• Experience coordinating contractors, field crews, or telecom infrastructure projects.
• Strong project coordination, troubleshooting, and communication skills.
• Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, Visio, SharePoint, and Teams.
• Ability to work independently while collaborating with cross‑functional engineering teams.
• Must be local to the Raleigh, NC area and able to work onsite three days per week.
