ASI Government is building a team of Other Transaction (OT) and Commercial Solutions Opening (CSO) practitioners to support NAVSUP’s new acquisition innovation pilot office in Norfolk, Virginia. This is hands-on, ground-floor work: you will sit shoulder-to-shoulder with NAVSUP contracting officers and program personnel on live requirements, helping the Navy move faster and get capability into the hands of the fleet by using flexible, non-FAR acquisition pathways where they make sense. Two OT/CSO Execution SMEs are needed to embed with the pilot office and help prove out this new capability from the ground up.

Key Responsibilities:

  • Work directly with NAVSUP contracting officers and program personnel on real, active requirements.
  • Help determine when an OT, a CSO, or another non-FAR approach is the right acquisition vehicle for a given requirement.
  • Develop CSO solicitations, evaluation approaches, agreements, and supporting documentation.
  • Provide hands-on guidance across the full agreement lifecycle: solicitation, evaluation, negotiation, award, and administration.
  • Capture lessons learned from the Norfolk pilot to inform NAVSUP’s broader OT/CSO capability and the institutional guidance being built at NAVSUP Headquarters.
  • Serve as a trusted, on-the-ground advisor as NAVSUP works through real acquisition challenges in real time.

Required:

  • Demonstrated hands‑on experience executing Other Transaction Agreements and/or Commercial Solutions Openings — tactical execution experience, not solely policy-level or academic knowledge.
  • Working familiarity with the statutory basis for OT and CSO authority and their implementing guidance.
  • Experience supporting the full acquisition lifecycle, from solicitation development through award and post‑award administration.
  • Strong interpersonal and communication skills; comfortable working directly with contracting officers, program managers, and technical stakeholders in a fast‑moving environment.
  • Active Secret clearance required at time of hire.
  • Ability to work onsite at the Naval Shipyard in Norfolk, VA.

Preferred:

  • Experience with other non‑FAR acquisition approaches (e.g., Broad Agency Announcements, SBIR/STTR, cooperative agreements).
  • DAWIA Contracting certification (or equivalent), FAC‑C, or FAC‑COR credentials.
  • Prior experience supporting Navy or NAVSUP acquisition programs.
  • Experience helping stand up or pilot a new acquisition capability within a government organization.
