Job summary

BlueSky Resource Solutions is seeking an OSP Permitting Specialist to manage the permitting process for underground and aerial fiber construction projects. You will coordinate with municipalities, utilities, pole owners, vendors, and internal engineering teams to ensure permits are prepared, submitted, approved, and aligned with project timelines.

Qualifications

  • Telecommunications/fiber industry experience is required.
  • Experience managing OSP, FTTH, or fiber permitting.
  • Strong understanding of municipal and jurisdictional permitting requirements.
  • Experience working with pole owners, utilities, municipalities, or other infrastructure stakeholders.
  • Detail-oriented with strong follow-through and quality-control skills.

Responsibilities

  • Own the OSP permitting process from initial jurisdictional research through final approval and construction readiness.
  • Coordinate permit packages with vendors, internal engineering/design teams, and project management.
  • Review permit packages for accuracy, completeness, and compliance before submission.
  • Research permitting requirements when entering new markets and identify potential roadblocks early.
  • Work directly with municipalities, jurisdictions, utilities, pole owners, cooperatives, and TDSPs such as AEP and Oncor.
  • Coordinate aerial permitting, pole attachments, make-ready activities, and utility requirements.
  • Track permits, resolve deficiencies, and proactively address delays or schedule risks.
  • Forecast permitting timelines and identify potential issues well ahead of construction, particularly on projects with long approval cycles.
  • Review project maps and engineering information to identify environmental, railroad, right-of-way, utility, and jurisdictional challenges.
  • Maintain permitting trackers, documentation, and status reporting.
  • Represent the company professionally with municipalities, city officials, utilities, vendors, and other stakeholders.

Job description

The OSP Permitting Specialist will manage and own the permitting process for underground and aerial fiber construction projects. This person will coordinate with municipalities, jurisdictions, utilities, pole owners, vendors, and internal engineering teams to ensure permits are accurately prepared, submitted, approved, and aligned with project schedules.

This is not a permit drafting/production role. We are looking for someone with strong telecommunications/fiber experience who understands OSP permitting, jurisdictional requirements, pole owners, utility coordination, and the challenges that can impact fiber construction timelines.

The ideal candidate is a strong communicator who can confidently represent the company with municipalities, utilities, pole owners, and other external stakeholders, including participating in city or council meetings when needed.
