Job summary

FiberLight, LLC is seeking an OSP Engineer to plan, coordinate, and oversee outside plant engineering for fiber network projects in Texas. You will collaborate with GIS teams, drafters, and construction partners to ensure requirements are met before field work begins.

You will manage vendors, budgets, and milestones, perform route design and cost estimates, and help maintain records and permits across the project lifecycle. Strong communication and GIS skills are essential.

Qualifications

  • BS in engineering-related field or Construction Management or related experience.
  • Experience in OSP engineering, fiber optic network design, or telecom infra.
  • Hands-on experience with ArcGIS, 3-GIS, or similar GIS and fiber management tools.
  • Knowledge of fiber route design, lateral engineering, permitting, and OSP construction.
  • Strong interpersonal, organizational, and communication skills.
  • Proficiency with PCs and MS Office; Site Tracker and mapping software, Driver’s license.

  • Ensure compliance with design standards and project specifications.
  • Maintain accurate project records and permits throughout lifecycle.

Description

The OSP Engineer is responsible for planning, coordinating, and overseeing outside plant (OSP) engineering activities to support the successful delivery of fiber network construction projects. This role partners closely with internal teams, including 3-GIS, Mapping, Records, and Construction, to ensure all engineering requirements are completed prior to project execution. The OSP Engineer manages engineering vendors, coordinates labor resources, tracks production reporting and milestone deliverables, and supports project budgeting and cost estimating. Additional responsibilities include lateral design engineering, network planning, quality assurance, and ensuring projects are delivered on time and within budget.

Essential Job Functions
  • Conduct feasibility studies and route evaluations to support project planning and document proposed network installation paths.
  • Develop and issue work orders to address infrastructure, equipment, and network-related issues.
  • Analyze project scope, prepare cost estimates, and assist in developing and managing project budgets.
  • Perform risk assessments and recommend mitigation strategies to improve project outcomes and execution.
  • Collaborate with internal teams, contractors, OSP technicians, and engineering partners to ensure successful project delivery.
  • Monitor project progress and provide regular updates on schedules, budget performance, risks, and resource requirements.
  • Support the planning, design, construction, and maintenance of fiber optic and telecommunications infrastructure.
  • Partner with OSP drafters and designers to create and review construction drawings, fiber routes, conduit layouts, and related engineering documentation.
  • Review material requirements and provide cost analysis for telecommunications construction projects.
  • Conduct quality control reviews throughout all phases of engineering and construction to ensure compliance with design standards and project specifications.
  • Ensure engineering documentation, permits, and system records are accurate, complete, and maintained throughout the project lifecycle.
  • Support continuous improvement initiatives related to engineering processes, reporting, and project execution.
Requirements
  • BS in an engineering-related field or Construction Management, or related experience
  • Experience in OSP engineering, fiber optic network design, or telecommunications infrastructure projects.
  • Hands‑on experience using ArcGIS, 3-GIS, or similar GIS and fiber management platforms.
  • Knowledge of fiber route design, lateral engineering, permitting, and OSP construction practices.
  • Strong interpersonal, organizational, and communication skills
  • Proficient with PCs and Microsoft Office Applications (Word, Excel, Project, etc.), Site Tracker, Google Earth, and other mapping software
  • Current valid driver’s license.
Other Skills/Abilities
  • Ability to understand mapping programs and key identifiers in a fiber optic network, read and utilize GPS units and record network positioning.
  • Knowledge of “Call Before You Dig” rules and regulations as they apply to a network utility provider.
  • Knowledge of OSHA safety rules and regulations as they apply to locating and providing repair and maintenance within a fiber optic network.
  • Knowledge and ability to operate a FOC monitoring system.
