Job summary

CITADEL Pacific Ltd. in Guam seeks an Outside Plant Engineering Technician Apprentice to provide administrative, documentation, and coordination support while learning telecommunications outside plant basics.

Under supervision, you’ll help manage records, drawings, and follow-up for fiber and copper facilities. You will gain hands-on experience in project documentation, safety practices, and customer-focused service, with class attendance requirements and a 40-hour workweek.

Qualifications

• Must have a High School diploma or equivalent.
• Must be a US citizen or resident alien.
• Must be at least 18 years of age or older.
• Must be a resident of Guam for at least three consecutive years before entry into the program.
• Mayor's Verification must be submitted upon hire.
• Must attend a minimum of two classes per semester while working 40 hours per week with IT&E.

Responsibilities

• Provide administrative support to the Outside Plant Engineering team, including routine correspondence, notes, trackers, and status updates.
• Maintain organized project files, drawings, work orders, permits, material lists, invoices, photos, and closeout documents.
• Enter, update, and retrieve project information, field notes, and as-built documentation in approved systems.
• Assemble draft project packages for supervisor review, including docs for construction work orders and permit applications.
• Coordinate routine follow-up with internal departments, contractors, utilities, and government agencies; document communications.
• Schedule site visits, meetings, and contractor coordination; prepare agendas and action-item logs.
• Assist with inventory and material-list tracking; flag discrepancies for review.
• Support field teams with document retrieval and drawing printing during routine work and restoration activities.
• Participate in supervised site visits to observe facilities, safety, and documentation processes.
