Job Description

This position leads the Human Resources Organizational Learning & Development (OL&D) team in designing, delivering, and evaluating countywide learning initiatives. This position oversees staff development programs, supervisor and leadership training, onboarding experiences, continual capability-building, and community-based efforts that support HR's strategic priorities. This role is responsible for developing and implementing the county's short and long term learning and development strategies, supervising OL&D staff, maintaining curriculum and instructional standards, coordinating HRD and countywide training schedules, overseeing specialized external training and learning platforms, and managing the training budget. In partnership with HR leadership and HR Business Partners, the role identifies development needs, ensures training accuracy and alignment with county policies, and monitors program effectiveness. This role will be fully on-site with the eligibility for one day per week remote work after 6 months.

  • Leads the design, implementation, and continuous improvement of countywide learning and development programs to ensure alignment with Human Resources and organizational goals.
  • Conducts ongoing needs assessments to identify workforce skill gaps and develops targeted training and organizational development strategies.
  • Oversees the creation, revision, and maintenance of training curricula, workshop content, e‑learning modules, and other instructional materials.
  • Partners with organizational leaders to assess, design, and implement organizational development solutions that support performance, culture, and employee engagement levels;
  • Evaluates the effectiveness of training programs using performance measures and assessment data, and recommends improvements to enhance outcomes.
  • Provides coaching, guidance, supervision, and oversight to Learning & Development staff to support high‑quality instructional delivery and professional growth.
  • Leads organizational culture development by advancing change initiatives, strengthening leadership capability, and supporting team practices that foster an engaged, inclusive, and high‑functioning workplace.
  • Administers and supports talent and performance management processes, ensuring learning programs align with competency frameworks and organizational standards.
  • Collaborates with HR leadership, HR Business Partners, and internal stakeholders to ensure initiatives support countywide workforce priorities and evolving needs of the organization.
  • Manages learning and development budgets and vendor contracts to ensure cost‑effective, high‑impact training solutions.
  • Oversees programs that engage, support, and partner with the community to address organizational and workforce needs.
Job Requirements

Education:

Bachelor's degree in the following field(s) of study: Adult Education, Organizational Development, Curriculum and Instruction, Instructional Design or another relevant field.

Experience:

7+ years of experience progressively performing varied and complex professional level work in organizational development, talent development, or a related field; 5 years leading, directing, supervising or coordinating the work of others; 2 years of demonstrated experience leading or overseeing project work
