Job summary

Lynker seeks a Database and Applications Developer to modernize NOAA Fisheries data management. You will unify data from diverse sources, design centralized schemas, and build secure, user-friendly applications for NOAA staff and external partners.

The role involves ETL workflow design, data validation, and RBAC across a secure Oracle-based environment. Occasional travel to support field activities may be required.

Qualifications

• Master of Science in Computer Science, Information Systems, Engineering, or related field (or BS + 5 years of relevant experience).
• Experience translating scientific processes into data models (ER diagrams).
• Ability to write complex stored procedures, triggers, and packages using PL/SQL.
• RBAC knowledge to differentiate user access.
• Experience with Oracle RDBMS 12c/19c or later.

Responsibilities

• Consolidate data from legacy platforms and disparate sources.
• Build data pipelines to centralize survey data.
• Design centralized database architecture for NOAA data.
• Develop secure front-end applications for internal and external users.
• Create ETL workflows to migrate data into Oracle Enterprise environment.
• Implement data validation and ensure PIIs protection.
