Job summary

The Commonwealth of Pennsylvania seeks an experienced Oracle Apex & Forms Developer for an onsite Harrisburg, PA role. This 8-month contract requires strong PL/SQL, Oracle APEX, and RDBMS skills to modernize legacy Oracle Forms applications.

You will migrate forms to APEX, design modern interfaces, implement security, optimize performance, and document processes. Agile/Scrum experience is desirable.

Qualifications

• Bachelor’s degree in computer science or related field.
• 5–7 years Oracle PL/SQL development (stored procedures, functions, packages, advanced queries).
• 5–7 years Oracle APEX development.
• Strong knowledge of Oracle RDBMS (19c preferred).
• Experience using SQL Developer and TOAD.
• Understanding of data modeling principles.
• Experience integrating web services.
• Experience with performance tuning, debugging, and testing SQL queries, views, and stored procedures (Oracle and SQL Server).
• Strong analytical and problem-solving skills.
• Strong written and verbal communication skills.

Responsibilities

• Analyze architecture, data structures, and integrations of existing Oracle Forms apps.
• Support migration of Oracle Forms-based apps to Oracle APEX.
• Design and develop modern APEX user interfaces with the technical lead.
• Establish UI/UX design standards for future APEX apps.
• Develop and maintain PL/SQL stored procedures, functions, packages, and advanced queries.
• Perform data pulls, data analysis, and scripting for reporting and enhancements.
• Review documentation to understand requirements, architecture, reporting, and functionality.
• Implement and support application security, roles, and authorization models.
• Conduct performance profiling and tuning for maintainability and responsiveness.
• Generate technical, functional, and system documentation.
• Participate in all SDLC phases: requirements, analysis, coding, testing, deployment, and post-production support.
• Provide mentoring and knowledge transfer to Commonwealth IT staff and other developers.
• Assist with production deployments and release management.
• Provide weekly status updates to management.
• Generate reports for executive management, end-users, BIT staff.
