Job summary

The OPS HLMP Project Manager with the Florida Division of Emergency Management oversees grants for the Hurricane Loss Mitigation Program (HLMP) and Shelter Development Program (SDP).

The role provides technical assistance to local governments, nonprofits, and other eligible recipients on mitigation projects, including reviewing applications, developing contracts and budgets, monitoring compliance, and processing financial reimbursements.

Qualifications

• Knowledge of state and/or federal grant programs and contract administration procedures.
• Ability to manage all aspects of grants including scope of work, budget preparation, and compliance monitoring.
• Strong written and public speaking communication skills.
• Ability to travel overnight and work non-traditional hours during emergency events.

Responsibilities

Job description

The OPS HLMP Project Manager manages grants for the Hurricane Loss Mitigation Program (HLMP) and Shelter Development Program (SDP) within the Florida Division of Emergency Management. The role provides technical assistance to local governments, nonprofits, and other eligible recipients on mitigation projects, including reviewing applications, developing contracts and budgets, monitoring compliance, and processing financial reimbursements. The position is located in Tallahassee and may require irregular hours and deployment to emergency sites during disaster response.

Key qualifications

• Florida Certified Contract Manager (FCCM) certification or ability to obtain within 12 months
• Experience with Microsoft Office Suite (Excel, Word, Outlook) and ability to learn FDEM enterprise systems
• Knowledge of state and/or federal grant programs and contract administration procedures
• Ability to manage all aspects of grants including scope of work, budget preparation, and compliance monitoring
• Strong written and public speaking communication skills
• Ability to travel overnight and work non-traditional hours during emergency events
