A leading county organization is seeking a Shop Operations Manager to oversee the fleet of vehicles and equipment for public works. The role involves managing maintenance, supervising staff, and ensuring compliance with safety standards. Applicants should have a strong mechanical background and supervisory experience. This position plays a critical role in maintaining the county's infrastructure and requires effective communication and problem-solving skills.
The Shop Operations Manager is responsible for overseeing the maintenance, repair, and management of the County's fleet of vehicles and equipment used for road construction, maintenance, and other public works activities. This role ensures that the fleet is operational, well-maintained, cost-effective, and compliant with safety and regulatory standards. The Operations Manager will supervise mechanics and fabricators, develop and manage maintenance schedules, and collaborate with other county departments to support the county’s infrastructure needs. This position is also responsible for procuring equipment and vehicles for Public Works as well as maintaining on-site parts inventory.
1. Oversee the day-to-day operations of the county’s fleet, including trucks, machinery, and other equipment used for road maintenance and construction.
2. Coordinate, schedule and supervise the preventative maintenance and repair of mechanical equipment. Analyze operation of daily fleet preventative maintenance and unscheduled repairs. Establish, review and update written standards and procedures for fleet maintenance and repair.
3. Supervise employees assigned to building maintenance. Develop specifications and prepare requests for proposals for building maintenance and improvements.
4. Maintain necessary employee records including employee labor time sheets, repair requests, work orders, overtime points and sick and vacation usage.
5. Review, authorize and track parts room invoices, purchase orders, parts orders, fuel orders, overhead, inventory and negotiate and monitor contracts/agreements and is responsible for following prescribed procedures. Supervise stockroom activities.
6. Maintain a computerized inventory of supplies and accurate records of the use of inventory.
7. Control fuel procurement and automated fuel disbursement system for total fleet and equipment. Maintain fuel storage tank operational requirements and inventory controls. Coordinate storage tank related repair and maintenance and fuel dispensing operations.
8. Manage hazardous waste generation and internal recycling program, maintain environmental standards, and encourage a safe work environment. Monitor and manage County waste oil depository sites.
9. Establish procedures to comply with OSHA, Department of Commerce, Fire Inspections, Federal, State and County regulations. Monitor workforce for compliance with proper methods, guidelines, rules and procedures.
10. Assist in the management of a comprehensive training program for personnel in correct and safe operational procedures
13. Develop and prepare specifications, requests for proposals, and estimates for the purchase of equipment used in Highway and Park operations.
14. Work with external vendors and service providers for specialized repairs, parts, or services. Negotiate contracts and ensure services meet quality and cost standards.15. Coordinate contracts for outside contract repair and rental of equipment.
16. Assist in the development of the Highway's (5) year capital equipment replacement programs. Assist in the preparation and review of plans and cost estimates for equipment repair and maintenance programs. Evaluate utilization of vehicles and equipment for possible reassignment or deletion.
17. Maintain professional knowledge and expertise by attending training, seminars and conferences. Attend and participate in meetings as they relate to Shop Operations responsibilities.
Supervision exercised has supervisory responsibility for all employees assigned to shop operations including temporary and contractual employees.
