The Operations Manager is the most senior Service Operations position on the Hendrickson Transportation Group management team assigned to the CCRTA Paratransit Services and Small Bus Operations contract, as designated Key Management Personnel. The Operations Manager ensures compliance with Federal Transit Administration (FTA) and Americans with Disabilities Act (ADA) requirements as they pertain to paratransit/demand-response and small bus fixed-route or flexible services, and directs the daily work of Drivers, Dispatchers, Reservationists, and Street Supervisors to deliver safe, reliable, and accessible service. This is a management position and is not covered by the Teamsters Local 657 collective bargaining agreement.
Effectively manage, operate, and direct the Operations Department, ensuring the delivery of safe, timely, reliable, and accessible paratransit and small bus service to CCRTA passengers.
Develop, maintain, and implement methods and procedures to monitor, evaluate, and improve demand-response and fixed-route/flexible service delivery and on-time performance.
Direct and coordinate Drivers, Dispatchers, Reservationists, and Street Supervisors to ensure the safe and efficient use of company resources, including revenue vehicles, facilities, and personnel.
Manage work schedules, shift bids, and vacation/holiday picks for bargaining-unit operations personnel, consistent with the applicable collective bargaining agreement.
Manage, train, coach, and discipline bargaining-unit operations employees; conduct and document the routine collective bargaining agreement discipline and grievance process, in coordination with the General Manager.
Coordinate the paratransit eligibility/certification process, including applicant interviews and eligibility determinations in accordance with the CCRTA complementary paratransit policy and the ADA, where assigned.
Prepare accurate statistical and operational reports, including support for National Transit Database (NTD) reporting requirements.
Oversee and evaluate operations staff, supervisors, dispatchers, and operators while on duty, addressing violations of company rules, guidelines, and regulations through verbal and written warnings as appropriate.
Follow up on and investigate service complaints, accidents, and incidents; report findings to the General Manager and coordinate corrective action.
Promote a safety culture among operations employees; meet regularly with supervisors and staff to promote safety and efficiency; coordinate attendance at safety meetings with the Safety and Training Manager.
Complete payroll — timesheet review, edits, and approvals — for operations employees, and manage related time and attendance functions.
Maintain effective, professional working relationships with CCRTA staff, other agencies, and the general public; represent Hendrickson Transportation Group at applicable meetings.
Perform other duties as assigned by the General Manager.
Education: Bachelor's degree preferred.
Experience: Minimum of five (5) years of experience in transit administration, operations, or management, including experience managing collective-bargaining-unit employees.
Knowledge of FTA regulations, ADA complementary paratransit requirements, and NTD reporting.
Ability to communicate clearly and concisely, orally and in writing, with employees, CCRTA staff, FTA/DOT officials, union representatives, and the public.
Ability to read, interpret, and implement operating procedures, contracts, and CCRTA guidelines.
Proficiency with paratransit scheduling/dispatch software and standard office software; bilingual English/Spanish skills desirable.
License/Certification: Valid Texas Driver's License.
Work is performed inside and outside the building facility, with frequent exposure to fumes, gases, dust, grease, smoke, oils, noise, and temperature/humidity extremes. Requires the ability to sit and walk, listen, lift 30 pounds, and move up to 80 pounds; visual acuity (corrected) of 20/25 single eye and 20/20 both eyes, with a 70-degree field of vision for both night and day conditions; and the ability to be mobile, bend, stoop, stand, and climb ladders/stairs. Work hours may involve early mornings, late nights, weekends, and holidays, with days off subject to cancellation for operational needs.
