Job summary

Spivey Services in Virginia is seeking an Operations Manager to lead Traffic Control and sanitation services, drive growth in a designated market, and ensure safe, efficient, and profitable service delivery. The role oversees workforce management, customer relationships, safety and compliance, equipment utilization, and financial performance, operating with autonomy while aligning with company goals.

Qualifications

  • Five to seven years of progressive experience in operations, traffic control, sanitation, public works, construction, transportation, or related industries.
  • Three or more years of leadership experience managing supervisors, superintendents, or multiple operational teams.
  • Demonstrated experience managing budgets, personnel, and operational performance.
  • Strong knowledge of safety regulations and operational compliance requirements.
  • Valid driver's license with acceptable MVR.
  • Strong leadership, organizational, communication, and problem-solving skills.
  • Ability to respond to operational emergencies and after-hours business needs.
  • ATSSA Intermediate Certification
  • ATSSA Traffic Control Supervisor (TCS) Certification
  • OSHA10 or OSHA30
  • Two plus years of experience driving non-CDL trucks (18'–24')
  • Prior experience supervising multiple crews or high-profile/high-traffic projects
  • Strong administrative, reporting, and technology skills

Responsibilities

  • Provide overall leadership and oversight for Traffic Control operations within the assigned market.
  • Establish and implement operational processes, workflows, and performance standards.
  • Direct and support Superintendents, Supervisors, Administrative personnel, and field employees.
  • Monitor daily operations to ensure quality, efficiency, and customer satisfaction.
  • Resolve operational challenges and customer concerns in timely and professional manner.
  • Develop operational plans to support market growth and expansion.
  • Ensure adequate staffing, equipment, and resources are available to meet customer demands.
  • Partner with Human Resources to recruit, hire, onboard, and develop operational personnel.
  • Build a positive, accountable, and safety-focused culture.
  • Conduct employee coaching, performance evaluations, disciplinary actions, and career development planning.
  • Identify future leadership talent and succession opportunities.
  • Maintain appropriate staffing levels to support operational needs and growth projections.
  • Serve as the primary local representative of Spivey Services.
  • Build and maintain relationships with customers, contractors, municipalities, and industry partners.
  • Support business development through networking and opportunity identification.
  • Participate in proposal development, project planning, and customer meetings.
  • Ensure customer expectations are met or exceeded.
  • Assist senior leadership in developing market expansion strategies.
  • Promote and enforce all company safety policies and procedures.
  • Ensure compliance with OSHA, DOT, VDOT, MUTCD, VWAPM, environmental regulations, and all applicable laws.
  • Lead incident investigations and corrective action initiatives.
  • Conduct operational and safety audits.
  • Ensure employees maintain required certifications, licenses, and training.
  • Oversee fleet utilization, maintenance, and replacement planning.
  • Ensure equipment readiness and reliability.
  • Manage inventory for traffic control devices and sanitation equipment.
  • Coordinate with corporate leadership regarding capital equipment needs and acquisitions.
  • Monitor asset utilization and implement controls to minimize loss and damage.
  • Assist with launching and developing new markets from startup through maturity.
  • Establish local operating procedures and performance expectations.
  • Analyze market opportunities and resource requirements.
  • Develop strategies to increase revenue, improve customer retention, and expand services.
  • Support regional growth initiatives and special projects as assigned.
